Training for more than 2,400 delegates of People's Councils of communes, wards and special zones in Ho Chi Minh City

On the morning of July 16, the Standing Committee of the Ho Chi Minh City People's Council coordinated with the National Assembly Delegation Affairs Committee and the Ho Chi Minh City Cadre Academy to organize a training course for commune-level People's Council delegates for the 2021-2026 term, with the participation of more than 1,100 delegates at the main bridge point and more than 1,300 delegates attending online at communes, wards, and special zones.

In his opening speech, comrade Nguyen Truong Nhat Phuong, Vice Chairman of the HCMC People's Council, said that the People's Council has many tasks and duties when operating a two-level local government.

Therefore, People's Councils at all levels must adapt to institutional changes, quickly stabilize their organizational apparatus, and promptly perform their assigned duties and powers, in order to work with the People's Committees to make the two-level local government operate stably, smoothly and effectively.

Especially in the context of changes in legal regulations related to the activities of People's Councils, such as: Law on Organization of Local Government, Law on Supervisory Activities of the National Assembly and People's Councils.

In addition, the personnel appointed to hold positions of the People's Council at the commune level are new and do not have much experience in operation, especially at the ward level where the People's Council was not organized before the arrangement. Therefore, the training course aims to equip new knowledge related to the activities of the People's Council, along with basic and essential skills of elected representatives and elected bodies.

Participating in the training course, the reporters are people with a lot of practical experience in the election activities to present and share their experiences. Thereby, helping delegates to promptly update and master new regulations, skills in organizing meetings, monitoring and reviewing activities, building and issuing resolutions of the People's Council.

According to him, this is also an opportunity for People's Council delegates to exchange and share good experiences and good practices, and raise issues about difficulties and obstacles in the process of performing tasks, to receive guidance and resolve them together. From there, each People's Council delegate will have more theoretical knowledge and practical experience, effectively apply it to their own activities, as well as actively contribute to the common activities of People's Councils at the commune level in Ho Chi Minh City.

The Vice Chairman of the People's Council of Ho Chi Minh City requested delegates to attend the training fully and seriously; focus on following and listening to the presentations of the reporters; actively exchange and discuss with a spirit of learning, grasp the issues firmly and thoroughly... to immediately apply them to practical activities, in order to increasingly perfect and improve the role, position and quality of activities of the People's Council at the commune level.

The training course took place in 1 day with 5 topics including: Overview of the role, functions, tasks and powers of the People's Council at the commune level according to the provisions of the Law on Organization of Local Government; preparation and organization of the People's Council meeting at the commune level; work of building and promulgating resolutions of the People's Council at the commune level; work of preparing and organizing the supervision activities of the People's Council at the commune level; skills and experience in examining economic and budgetary contents under the authority of the commune level.
