Focus on speeding up construction progress of 3 projects

- On the morning of November 1, comrade Tran Thanh Nhan, Vice Chairman of Lang Son Provincial People's Committee chaired a meeting to review the progress of the implementation of the following projects: Embankment to prevent landslides on the banks of Ky Cung River, Lang Son Province; Embankment to overcome landslides on the banks of Bac Khe River, Trang Dinh District (old), Lang Son Province; Embankment to overcome the consequences of natural disasters and landslides in the central area of Dinh Lap Town, Binh Xa Commune, Dinh Lap District (old) and Dong Mo Town, Chi Lang District (old), Lang Son Province.

Attending the meeting were leaders of relevant departments and branches of the province and leaders of communes and wards in the project implementation area.

Leaders of the Provincial Construction Investment Project Management Board reported on the implementation of 3 projects at the meeting.

According to the report of the Provincial Construction Investment Project Management Board, the Ky Cung Riverbank Erosion Prevention Project, Lang Son Province has a total length of 2.97km (the section through the old Lang Son city is 2.05km long; the section through the old Loc Binh town is 0.92km long). The project implementation period is from 2022 to 2025. During the implementation process, due to difficulties in site clearance, the progress is not guaranteed according to the set plan. Specifically, up to this point, the total construction volume of the whole project has only reached about 40% (the old Loc Binh area is about 75%, Dong Kinh ward is about 20%).

Leaders of the Provincial Land Fund Development Center reported related contents at the meeting.

The project of the Embankment to overcome the erosion of the Bac Khe riverbank, old Trang Dinh district (currently being implemented in That Khe commune and Trang Dinh commune, Lang Son province) is being built with a total length of 6,616.03m. The implementation period is until the end of 2025. During the implementation process, there were also some difficulties in site clearance and supply of earth filling materials, so the project construction progress was slower than planned. Up to now, the construction has just started, New investment capital disbursed 2.8 billion VND, reaching 2% of capital plan.

As for the project of Embankment to overcome the consequences of natural disasters and landslides in the central area of Dinh Lap town, Binh Xa commune, Dinh Lap district (old) and Dong Mo town area, Chi Lang district (old), Lang Son province, according to the original plan, the project must be completed by the end of 2024. Due to slow progress, the project has been extended by the Provincial People's Committee to the end of the third quarter of 2025. However, up to this point, the total construction volume of the project has reached 93 - 98%, disbursed more than 84.5% of the total capital. The reason some work has not been completed is because from May 2025 to September 2025, heavy rain has affected the contractor's construction plan.

Leaders of Loc Binh Commune People's Committee reported the progress of site clearance of the Ky Cung Riverbank Anti-erosion Embankment project at the meeting.

At the meeting, leaders of relevant departments, branches, units and leaders of communes and wards in the project implementation areas reported and clarified the causes, difficulties and obstacles affecting the progress of project construction; proposed solutions to promptly handle the obstacles; and committed to the completion time of related tasks.

Speaking at the meeting, Mr. Tran Thanh Nhan, Vice Chairman of Lang Son Provincial People's Committee, stated: All 3 projects have had their feasibility study reports approved, clearly identifying the investor, scope, scale, total investment, implementation time and capital source. However, due to some difficulties in the implementation process, especially problems with site clearance, the construction progress of all 3 projects is slower than planned.

Comrade Tran Thanh Nhan, Vice Chairman of Lang Son Provincial People's Committee spoke at the meeting.

To speed up the construction progress of the 3 projects, the Vice Chairman of the Provincial People's Committee requested relevant departments, branches, units and People's Committees of communes and wards in the project area to proactively coordinate and quickly complete site clearance work to serve the project; the investor continues to urge construction contractors to mobilize human resources, equipment and increase construction to speed up the progress of all 3 projects.

The Vice Chairman of the Provincial People's Committee requested the People's Committee of Loc Binh commune to urgently approve the compensation and support plan to promptly pay the costs to the affected households. In particular, urgently review and consider allocating resettlement land to a number of households in the project area.

Meanwhile, the People's Committees of Dong Kinh Ward, Trang Dinh Commune, and That Khe Commune continue to promote propaganda work for people to receive money according to the compensation plan, provisional support, and agree to hand over the site in advance for the investor to carry out construction.

The Provincial Land Fund Development Center urgently directs the Regional Land Fund Development Branches to proactively coordinate with the communes in the area where the project is being implemented to develop a plan for compensation and provisional support as a basis for propagating to families to receive advance payments and hand over construction sites; the Department of Agriculture and Environment consults the People's Committees of communes and related units on other support for the land plots currently being cultivated by households, which on the cadastral map are shown as riverbank land as a basis for resolving support for the people;….

The Vice Chairman of the Provincial People's Committee requested relevant departments, branches, sectors, units and People's Committees of communes and wards in the area implementing the 3 projects to complete the instructions of the Provincial People's Committee leaders at the meeting in November 2025.
