Focus on researching and completing the draft Resolution on State economic development

Regarding the project on State economic development, Deputy Prime Minister Nguyen Chi Dung emphasized that State-owned enterprises need to pioneer in digital transformation.

On the morning of September 12, at the Government Headquarters, Deputy Prime Minister Nguyen Chi Dung chaired a meeting with ministries and branches on building a Project on State Economic Development towards improving the efficiency of the State economy.

For nearly 40 years of innovation, the state economy has always played a leading role, performing well its function of leading and regulating economic activities within the legal framework and development orientation of the state, contributing to promoting growth, stabilizing the macro-economy, ensuring economic security, social security, and improving people's lives.

Among them, state-owned enterprises have gradually innovated, improved operational efficiency, and made important contributions to the state budget.

Some large-scale corporations and groups hold key positions in the economy and are able to compete regionally and internationally; public service units perform well in their role of providing basic and essential public services; the size of the state budget is constantly increasing, being an important resource to ensure the operation of the state apparatus.

However, the state economy still shows some limitations and shortcomings. The operational efficiency of many state-owned enterprises is not commensurate with the resources they possess; their international competitiveness is still limited; they have not clearly demonstrated their pioneering role in innovation and leadership in a number of key and essential sectors and fields.

The organizational system of public service units is not streamlined, the operational mechanism is slow to be innovated, and financial autonomy is limited. The roadmap for adjusting public service prices is not timely, and service quality does not meet requirements.

Some extra-budgetary state financial funds are still scattered, overlapping, and duplicate in terms of goals and tasks; the efficiency of resource use is still low.

Speaking, Deputy Prime Minister Nguyen Chi Dung emphasized that the drafting of the Resolution on State economic development must ensure progress and quality; resolve major, core, strategic issues, and guide the development of state-owned enterprises and the breakthroughs of industries.

Reporting at the meeting, Deputy Minister of Finance Ho Sy Hung said that the Ministry had sent comments to members of the Steering Committee for the Project development and members of the Prime Minister's Policy Advisory Council on the draft Project and Resolution on State economic development.

By September 10, the Ministry of Finance received comments from 15/15 ministries and agencies; 17/32 members of the Steering Committee; 7/18 members of the Prime Minister's Policy Advisory Council; and coordinated with the Government Office and ministries and branches to complete the draft Resolution.

Among them, amend, supplement, and perfect the general assessment, guiding viewpoints, goals and tasks, and solutions. The draft Resolution presents in detail new and breakthrough solutions for each state economic entity (state-owned enterprises, state credit institutions, public service units); for financial resources (state budget, state funds outside the budget, national reserves); for asset resources (land and resources, infrastructure and headquarters).

At the working session, leaders of the Government Office, the State Bank and the Ministries of National Defense; Construction; Home Affairs, Health; Education and Training; Culture, Sports and Tourism; Agriculture and Environment gave their opinions on public service units, the use of public assets, resources, finance, land classification, the relationship between economy and culture, the role of state-owned commercial banks, and enterprise management.

Concluding the meeting, Deputy Prime Minister Nguyen Chi Dung highly appreciated the Government Office and the Ministry of Finance for preparing a very detailed draft project. Other ministries and branches need to study carefully, give in-depth comments, and focus more on the content to ensure time and improve the quality of the project.

The Deputy Prime Minister agreed with the proposal to name the project in the direction of improving the efficiency of the state economy in option 1; from there, there will be a concise and comprehensive assessment of the state economic picture; providing key and central solutions, not spreading out, overlapping with other documents and having an impact assessment.

Emphasizing that the Project focuses on state-owned enterprises, the Deputy Prime Minister asked ministries and branches to specifically evaluate the results, focusing on enterprises that have divested capital and equitized.

However, in the process of building the project, attention must be paid to and space must be reserved for private enterprises to develop and note that large enterprises do not carry out the activities of small and medium enterprises.

Deputy Prime Minister Nguyen Chi Dung emphasized that state-owned enterprises need to be pioneers in digital transformation, green transformation, and sustainable development; have tools to evaluate the positive and negative aspects of divested enterprises; public service units should pay attention to the issue of correct and complete calculation; regarding public assets, consider and take into account surplus assets...

The construction of the Project must ensure quality, create differences and breakthroughs. Enterprises that have been equitized must have specific assessments, from which solutions to overcome difficulties for state-owned enterprises to develop, even establish new enterprises in key industries but must be specifically considered.

Ministries and branches continue to research, give opinions, and soon send them to the Ministry of Finance to promptly complete the draft.
