Many achievements have been made.
Reporting to the Provincial People's Council, Vice Chairman of the Provincial People's Committee Mai Xuan Liem provided information on the achievements, shortcomings, limitations, causes, and solutions for future implementation in the work of digital transformation and preventing misinformation and fake news on media outlets.
Accordingly, recognizing digital transformation as an inevitable trend for development, the province has focused on implementing comprehensive solutions across all three pillars: building a digital government, developing the digital economy , and building a digital society.
Comrade Mai Xuan Liem, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, reported on the issues raised during the interpellation session.
With a determination to build an e-government towards a digital government and innovate working methods, state agencies from the provincial to the commune level have promoted digital transformation in many aspects of their operations.
Thanh Hoa province's electronic one-stop service system has been connected to the National Public Service Portal and linked to national databases on population, health insurance, etc. Currently, the province provides 1,805 online public services, with the rate of administrative procedures processed on time and ahead of schedule reaching over 99.51%. This has created favorable conditions for organizations and individuals in accessing and resolving administrative procedures.
Government agencies have also built and maintained a Document and Work File Management System (TDoffice) to serve the management, operation, and processing of electronic documents in a networked environment. The target of 100% of documents exchanged between government agencies and 100% of work files being processed online and signed with specialized digital signatures has been achieved, except for confidential documents as stipulated by law.
A video conferencing system with over 700 connection points from the provincial to the commune level, linking to the central government, has also been invested in and put into operation, playing a significant role in the leadership and management work of all levels...
Representative Nguyen Tuan Tuong (from the Ba Thuoc district delegation) posed a question during the interpellation session.
Along with state agencies, digital transformation in the industry and sector has been given attention and promoted, thereby helping to increase labor productivity and enhance the competitiveness of industries and products, contributing to the development of the province's digital economy.
The healthcare sector has implemented hospital management software and specialized software in the healthcare field; sharing data between healthcare facilities and the social insurance management system to pay benefits according to regulations. 669 out of 669 healthcare facilities have implemented the use of chip-embedded identity cards to replace health insurance cards, synchronizing information from 3,256,000 valid health insurance cards to the chip-embedded identity cards. |
State management of press, press information, and social media information has also been effectively directed and implemented. This has contributed to spreading positive information, preventing negative and harmful information, and helping to ensure political security and social order in the province.
Besides the achievements, the Vice Chairman of the Provincial People's Committee frankly pointed out some shortcomings and limitations. He also analyzed the causes, responsibilities, and proposed solutions to focus on in the coming period.
The question-and-answer session attracted many delegates who asked in-depth questions on issues of great concern to voters and the people of the province, such as: solutions for building databases on agriculture, land, crops, livestock, and fisheries; the causes of fragmented databases that are not connected and shared; the current situation and solutions for developing human resources to serve digital transformation in the context of downsizing the workforce...
The issues raised
With a frank and straightforward approach, Vice Chairman of the Provincial People's Committee Mai Xuan Liem thoroughly answered each question from the delegates. He emphasized the results of digital transformation implementation in several sectors and fields, providing delegates with both a general overview and detailed information about the digital transformation landscape in the province.
Representative Do Ngoc Duy (Nga Son District Delegation) raised a question during the interpellation session.
In addition, the Vice Chairman of the Provincial People's Committee delved into analyzing the main causes of the shortcomings and limitations in digital transformation. One of these is the slow and uneven progress in leadership and guidance in implementing digital transformation in some sectors, fields, and localities. The vertical databases remain fragmented and unconnected for information sharing and provision; a common provincial database has not yet been established. Some functions of the TDoffice software are no longer suitable; the equipment for storing document databases is limited. The server computers and storage equipment at the Provincial Database Center are old and beginning to deteriorate...
Furthermore, the human resources for implementing digital transformation and information security at all levels are still insufficient to meet the needs. Meanwhile, the field of applied technology in digital transformation is developing rapidly...

Vice Chairman of the Provincial People's Committee Mai Xuan Liem also clarified the solutions to be implemented in the coming time to promote digital transformation, such as: Continuing to direct departments, agencies, and People's Committees at all levels in the province to pay attention to and clearly identify the digital transformation work in the new era to organize and implement it to bring practical benefits to people and businesses. Paying attention to investing in the development of digital infrastructure and digital human resources to serve digital transformation and ensure information security. Directing the construction of specialized databases for each sector and locality under their management according to the vertical structure; implementing storage at the provincial database center for sharing and public access as prescribed.
In particular, attention should be paid to developing human resources to serve the goals of digital transformation through various solutions. Priority should be given to on-the-job training and professional development through various forms, both online and in person, for officials and personnel working in digital transformation in government agencies, businesses, etc.
