
On the afternoon of December 2nd, in preparation for the 28th session of the 17th Provincial People's Council, the leaders of the Provincial People's Council and the Economic and Budget Committee of the Provincial People's Council held a working session with the Departments of Finance and Industry and Trade.
At the meeting, the Department of Finance reported on the implementation of the local budget for 2024, the plan for allocating the local budget for 2025; the three-year financial and budget plan for 2025-2027; a proposal to adjust the 2024 budget, allocate additional central government funds to reward exceeding the revenue target for 2023; approve the final accounts of the local budget for 2023; and adjust the final accounts of the local budget for 2022. In addition, several proposals were submitted requesting the issuance of resolutions by the Provincial People's Council.
Speaking at the meeting, the Standing Vice Chairwoman of the Provincial People's Council, Nguyen Thi Ngoc Bich, acknowledged the management and implementation of the state budget revenue and expenditure plan by the Department of Finance.
A notable achievement this year is that all 16/16 revenue items are projected to exceed the budget, with Hai Duong 's total budget revenue for 2024 estimated at over 28,800 billion VND. Thanks to this effective budget revenue collection, Hai Duong has implemented expenditure tasks efficiently, especially specific policies to promote economic development alongside social welfare.

The Standing Vice Chairman of the Provincial People's Council requested the Department of Finance to continue to participate specifically and directly with relevant sectors in developing specific policies, conducting a more thorough assessment of the social impact of the policies to be issued. He also requested a review of target groups and expenditure items to focus on increasing spending on development investment. Furthermore, he requested the allocation of supplementary central government funds for bonuses exceeding the 2023 revenue target in a manner consistent with reality and in accordance with regulations.

By the end of 2024, the total provincial budget revenue was estimated at 28,813 billion VND, exceeding the allocated target by 47%; the local budget received nearly 23,652 billion VND. Of this, domestic revenue was estimated at 24,588 billion VND, exceeding the allocated target by 45% and increasing by 28% compared to 2023; revenue from import and export activities was estimated at 4,092 billion VND, exceeding the target by 50% and increasing by 37% compared to 2023.
All 16/16 domestic revenue targets were met and exceeded the budget. Specifically, land use fees reached VND 8,500 billion, exceeding the budget by 84%; revenue from foreign direct investment enterprises was estimated at VND 7,400 billion, exceeding the budget by 25%; revenue from the non-state-owned industrial, commercial, and service sector was estimated at VND 3,500 billion, exceeding the budget by 30%; and personal income tax was estimated at VND 1,400 billion, exceeding the budget by 37%.
According to data from the Department of Finance, the total state budget revenue from the business sector is estimated at nearly 22,140 billion VND, accounting for 89.93% of the total state budget revenue of the entire province, an increase of 30% compared to 2023.
Based on projected revenue, total local budget expenditure in 2024 is estimated at nearly 26,392 billion VND, reaching 145% of the projected amount. The increase in expenditure is mainly due to the implementation of social security policies and programs, unforeseen tasks during the year, and additional funding for the implementation of basic salary reform, etc.
The 2025 budget estimates project state revenue collection at the central level to reach VND 27,580 billion, equivalent to 140% of the 2024 estimate. This includes VND 23,680 billion in domestic revenue (140% of the 2024 estimate) and VND 3,900 billion in import-export revenue (143% of the 2024 estimate). Total local budget expenditure in 2025 from all revenue sources is projected to exceed VND 25,036 billion, equivalent to 137% of the 2024 figure.
