Cancel the class experience plan.
A parent whose child is in 10th grade at a private high school in Nam Tu Liem District ( Hanoi ) said that the parent committee of her child's class had planned a two-day field trip for the children a month in advance, right after the closing ceremony of the school year.
Safe experiential activities remain essential for students.
Specifically, in the morning, the children will be taken to a social welfare center in the district to give gifts to elderly people living alone. This is both a charitable activity and an educational lesson about mutual support and compassion. Afterwards, the whole class and their parents will travel to Quang Ninh for rest, relaxation, and activities to strengthen bonds between students and their families.
However, the trip to Quang Ninh was "ruined" after a recent incident in Nam Dinh where a student and a parent were swept away by floodwaters and died while participating in a clam-catching experience. The children only went to give gifts to the elderly at the social welfare center, and then went to a restaurant in Hanoi for a year-end celebration.
"All the children were disappointed, but the parents and the homeroom teacher all agreed to stop. Given that the Hanoi Department of Education and Training advised against spontaneous outings after the tragic incident, the fact that the class still went was unsettling and unsettling," this parent shared.
Ms. LTQH, whose two children are both attending high school in Hai Ba Trung District (Hanoi), shared: "The Department of Education and Training's recommendation to minimize spontaneous experiential activities is necessary. It's not just because of the recent incident that I've stopped letting my children participate in field trips organized by the class's parent committee. For a long time, I've been uneasy about these activities and wouldn't let my children participate if I couldn't go with them."
According to Ms. H., spontaneous activities often lack expertise in organizing tourism and experiential learning. If the school organizes such activities, they usually contract with a licensed organization, following all the necessary procedures for permits and plan approvals. However, if the parent-teacher association organizes such activities, even the teachers and the school are often unaware, especially during the summer break.
"There is no document that completely prohibits it."
Besides last-minute "changes of mind," many classes are still determined to organize field trips and experiences for their children as originally planned, affirming that they will ensure safety or change the location, avoiding riverside tourist destinations altogether…

Therefore, according to this parent, activities should not be completely banned simply because of safety risks. Instead, thorough preparation is needed to ensure the safety of all participants; children should absolutely not be allowed to experience risky activities or games…
Sharing the same view, parents with children attending a primary school in Ba Dinh District (Hanoi) also believe that while experiences are good for children, experiences that drastically change their daily routines need careful consideration. For example, it's highly inadvisable to suddenly send city students who have never waded through rice paddies or searched for crabs and snails to wade in ponds or rice paddies.
"Experiences should also equip children with skills beforehand so that they don't feel unsafe or at least don't panic, rather than forcing them to change too abruptly just to see how people in rural areas live or what their parents were like when they were young," this person said.
In response to concerns about a complete ban on experiential activities organized by parents at the class level, the Director of the Hanoi Department of Education and Training, Tran The Cuong, recently stated in an interview that the department has not issued any document completely prohibiting such activities.
To ensure student safety, the department requires schools to strictly adhere to relevant regulations and limit the organization of spontaneous experiential activities. If experiential activities are organized by parents, thorough preparation in all aspects should be made before implementation to ensure the safety of their children throughout the entire process.
The Director of the Hanoi Department of Education and Training also stated: "In the past period, the field trips, extracurricular activities, and experiential learning for students have been basically implemented well by schools and have brought positive results in the comprehensive education of students. The Department requires schools to strictly adhere to existing regulations on this matter to ensure the safety of students."
Regarding experiential activities, field trips, and excursions organized by the school, the procedures for organizing field trips and experiential learning for students have been issued by the Hanoi Department of Education and Training since 2019, in Document No. 3867/SGDĐT-CTTT dated September 6.
Specifically, before organizing the event, the school must develop a detailed plan, clarifying the participants, the implementing unit; the time, location, schedule, budget, safety plan, and make-up classes for students (if the event is held on a day that is not a public holiday). Then, the school submits the plan for approval to its direct supervisory authority (at least 7 days in advance). The dossier includes: a proposal requesting approval of the plan; minutes of the meeting between the school and the parent-teacher association; the event plan; and the business license of the implementing unit.
