Promotion of high school teachers in Thanh Hoa: When will it be implemented?

More than a "decade" without a salary increase

Mr. Nguyen Duy Trinh, a teacher at Le Hoan High School, said that he has fully met the conditions according to Circular 13 of the Ministry of Education and Training , such as: having a certificate of promotion training, a certificate of information technology, a foreign language; two consecutive years of completing tasks, meeting professional standards... However, up to now, Mr. Trinh and many teachers of the school have never been considered for promotion in their professional titles.

According to calculations, the salary of a Grade III teacher starts from a coefficient of 2.34 to 4.98. If promoted to Grade II, the starting coefficient is 4.0 and can increase to a maximum of 6.38. “For the past 18 years, I have not received a salary increase, always at a coefficient of 4.98. That is a disadvantage!”, said Mr. Trinh.

On October 20, 2025, Mr. Trinh sent a petition to the Thanh Hoa Department of Education and Training requesting clarification on why high school teachers have not been considered for promotion, and if they are eligible for promotion, what are the problems. However, to date, he has not received any response.

Discussing this issue, Mr. Nguyen Quang Dung, Principal of Le Hoan High School, said that this is a common situation in the whole province, not just the school.

According to Mr. Dung, about 6 years ago, teachers had completed all the required certificates to prepare for promotion. But since then, there has not been any promotion review for high school level. He himself is receiving the maximum salary of level III at 4.98 and has not received a salary increase for the past 13 years.

At Trieu Son 3 High School, teacher Trinh Quoc Phuong said that the process of considering professional title promotion has been prolonged and complicated for many years. In 2018, high school teachers were required to complete IT, English and professional title training certificates to prepare for promotion. Many people have taken the trouble to study for certificates and complete their records according to regulations. But so far, there has been no promotion review? Currently, Trieu Son 3 High School has 57 teachers who are eligible for promotion.

The Ministry requested a review according to the recommendation.

According to the reporter's investigation, in response to the prolonged complaints of high school teachers in Thanh Hoa province about not being considered for promotion of professional titles according to regulations, on October 24, 2025, the Department of Education and Training of Thanh Hoa issued Document No. 4113/SGDĐT-TCCB to the Department of Home Affairs requesting to organize the consideration for promotion of professional titles of high school teachers.

The document clearly states that it is based on Official Dispatch No. 1233/SNV-CCVC dated June 13, 2024 of the Department of Home Affairs on considering promotion of professional titles of civil servants in 2024 and Official Dispatch No. 2740/SGDĐT-TCCB dated August 7, 2024 of the Department of Education and Training requesting to organize the consideration of promotion of professional titles for teachers.

Currently, teachers of high schools in the province continue to give opinions and ask questions about the time when the province will organize the promotion review and request the authorities to implement it soon to ensure the legitimate rights of the teaching staff. In order to have a basis to answer teachers, and at the same time ensure the correct implementation of regulations, the Department of Education and Training requests the Department of Home Affairs to consider, give opinions and pay attention to early implementation of the promotion review for high school teachers.

Not only in Thanh Hoa, the issue of promoting high school teachers is also causing many problems nationwide. Recently, on November 25, the Ministry of Education and Training issued document No. 7723/BGDĐT-NGCBQLGD to the People's Committees of provinces and cities requesting a comprehensive review of promoting teachers' professional titles.

Promotion of high school teachers in Thanh Hoa: When will it be implemented?

According to the Ministry of Education and Training, from 2015 to present, the Ministry has issued a complete system of documents on codes, standards, appointments and salary classification according to job titles; at the same time, it has regulated standards, conditions, content and forms of exams/promotion examinations for localities to implement.

However, through actual inspections in many provinces and cities, the Ministry recorded a series of problems, namely: Some localities from 2016-2025 have never organized promotion; some provinces have developed promotion projects for the 2024-2025 period but have not approved them or have approved them but not implemented them; some places organize promotions in a non-synchronous manner between educational levels or between administrative units.

These shortcomings affect teachers' rights, impact their psychology and motivation to strive for a career, especially for those who have worked for many years and are eligible for promotion.

To overcome the above situation and ensure the rights of teachers who meet the prescribed standards, the Ministry of Education and Training requests the People's Committees of provinces and cities to direct the implementation of key tasks, which are: Comprehensively review the current status of promotion work in the locality and send a report to the Ministry before November 30, 2025; continue to organize the promotion of teachers at all levels in accordance with current regulations, and promptly report difficulties and problems for guidance.

Implementing this direction, on November 26, 2025, the People's Committee of Thanh Hoa province also issued Document No. 20916/UBND-THDT to the Department of Education and Training on reviewing the work of promoting teachers' professional titles. Vice Chairman of the Provincial People's Committee Le Quang Hung assigned the Department of Education and Training to preside over and coordinate with relevant agencies and units, based on the content of Official Dispatch No. 7723/BGDDT-NGCBQLGD to advise on implementation in the province; at the same time, review, synthesize and report to the Ministry of Education and Training and the Provincial People's Committee on time.
