Removing "bottlenecks", speeding up progress of key projects

Identifying that investment in the construction of key projects will create momentum for socio -economic development, create jobs, and improve people's lives, in recent years the Provincial Party Committee, People's Council, and People's Committee have paid attention to directing the removal of "bottlenecks" to speed up the progress of key projects in the locality.

Removing bottlenecks and speeding up progress of key projects The contractor is implementing the construction project of the road from National Highway 47 to To Rong Bridge in Xuan Cao Commune (Thuong Xuan).

The road project from National Highway 47 to To Rong Bridge (the starting point adjacent to Ho Chi Minh trail in Xuan Phu commune, Tho Xuan district, the end point adjacent to Xuan Cao road to Luan Thanh commune, Thuong Xuan district) has a total investment of 202 billion VND. Currently, the project progress in the first half of March has only reached 15%. At the starting point of the project adjacent to Ho Chi Minh road, there are 5 households in Xuan Phu commune subject to site clearance (GPMB), however, after a period of propaganda and mobilization, Tho Xuan district has only been able to persuade 1 household to agree to GPMB, while some households have not agreed due to concerns about the compensation price and the location of the resettlement land.

On March 6, during a visit and work in Thuong Xuan district, when inspecting the progress of the National Highway 47 project to To Rong bridge, after listening to the leaders of Tho Xuan district report on the "bottleneck" in the land acquisition work, comrade Do Trong Hung, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council directly met and discussed with Ms. Vu Thi Ha and households subject to land acquisition to understand the thoughts and aspirations of the families and raised the importance of the road for the development of Tho Xuan and Thuong Xuan districts. He also directly led and directed Tho Xuan district to direct departments and offices to research to meet the legitimate aspirations of Ms. Ha's family and households so that people would agree on land acquisition and the project could be implemented on schedule. Up to now, after more than 20 days since the meeting with the Provincial Party Secretary, households at the starting point of the National Highway 47 project to To Rong Bridge have handed over the site to the project, removing the "bottleneck" so that the project can be implemented on schedule.

Since the beginning of the year, the Provincial Party Committee, People's Council and People's Committee have focused on leading, directing and effectively implementing many tasks and solutions to accelerate the progress of 71 key projects in the province. In particular, the Provincial People's Committee has issued many documents directing and operating on strengthening State management and improving the efficiency of investment in programs and projects in the province. At the same time, conferences have been held to work directly with investors/investors or assign relevant provincial departments, branches and sectors to resolve difficulties and problems for projects such as: Conference to listen to reports on the implementation of the Land Acquisition and Site Clearance Project, investment in construction of resettlement areas and site clearance of industrial parks in Nghi Son Economic Zone and site clearance of a number of projects in Nghi Son town; Conference to resolve difficulties and problems in supply, material prices and implementation of the site clearance plan for the road project from Bim Son Industrial Park to the coastal road; Adjust the road project from Voi junction to Sam Son city; resolve difficulties and obstacles in the Ben En Eco- tourism Resort Complex Project combining high-end entertainment services and Xuan Lai High-end Resort Resettlement Area Project; Nghi Son LNG Power Plant; Duc Giang - Nghi Son Chemical Production Complex... in accordance with the provisions of law.

Through the conferences, in 71 projects being implemented, the Provincial People's Committee has directed investors and assigned units to monitor the projects, and report that 37 projects have not yet encountered or have resolved difficulties and problems, while the remaining 34 projects have encountered difficulties and problems during the project implementation process. In particular, focusing on some contents such as: The project is completing its documents, the site clearance work is facing many difficulties and problems due to the difficulty in determining the origin of the land due to the lack of supporting documents and data, slowing down the development of the site clearance plan; the investment in the construction of some resettlement areas is still slow, affecting the site clearance progress of the project; the coordination between related units, the time to resolve documents in the site clearance compensation work is sometimes not timely and effective; in some cases, people deliberately delay and do not cooperate with the site clearance council.

From the difficulties and obstacles pointed out, the Provincial People's Committee has been focusing on removing them to speed up the progress of the projects, in which it has directed localities to focus on effectively implementing the land clearance plan to carry out land use projects in the province in 2024; Chairmen of the People's Committees of districts, towns and cities must be more determined and proactive and identify this as an important task that must be focused on directing to hand over clean sites to projects to ensure progress. Strictly implement the signing of commitments on the progress of handing over project sites with investors, and be responsible to the Provincial People's Committee and the Chairman of the Provincial People's Committee. Departments, branches and sectors continue to study and review the provisions of the law on investment and construction that are still inadequate to promptly propose to competent authorities to amend and supplement, in order to remove "bottlenecks", clear "bottlenecks" to create conditions to speed up the progress of implementation and disbursement of public investment capital. Continue to enhance the role, responsibility and operational efficiency of the 5 working groups to inspect, urge, remove difficulties and obstacles and promote disbursement of public investment capital, national target programs and the 2024 socio-economic recovery and development program.
