Removing 'bottlenecks' in the mechanism for exploiting and managing railway infrastructure

(PLVN) - On February 3, 2025, the Government issued Decree No. 15/2025/ND-CP regulating the management, use and exploitation of railway infrastructure assets. Decree No. 15/2025/ND-CP was issued to replace Decree No. 46/2018/ND-CP dated March 14, 2018 of the Government regulating the management, use and exploitation of national railway infrastructure assets, to be more consistent with reality.

Accordingly, all existing national railway infrastructure assets will be assigned to national railway asset management enterprises without calculating the state capital component in the enterprise. Decree No. 15/2025/ND-CP has many new regulations to remove "bottlenecks" in mechanisms and policies, creating more space for enterprises to proactively exploit and manage national railway infrastructure.

Mr. Nguyen Chinh Nam, Deputy General Director of Vietnam Railway Corporation, commented that the new regulations of Decree No. 15/2025/ND-CP have helped the unit managing and exploiting national railway infrastructure assets to have the right to invest with appropriate capital sources to repair and renovate railway infrastructure. This will help businesses expand warehouses and yards at locations with high demand, adding more utilities to serve customers at stations.

First of all, asset records and accounting are standardized, adding ways to determine value in many situations, helping businesses have a clear legal basis when receiving, inventorying, making new investments or handling asset discrepancies.

In maintenance work, the Decree has clarified the responsibilities of enterprises in the stage of upgrading, renovating and expanding assets. From there, the construction and operation process is not "interrupted", enterprises can coordinate smoothly with agencies and units in the implementation process.

In the exploitation sector, enterprises are allowed to expand the right to provide many types of services related to railway infrastructure; to determine service prices in cases where the market is not priced by the State. Revenues are also divided according to the 80% - 20% mechanism to ensure the initiative of enterprises and increase the motivation to reinvest and upgrade infrastructure. The asset handling mechanism is revised in a more practical direction, eliminating inappropriate forms, adding a plan to transfer assets to localities when there is no longer a need for railway use, helping assets to be handled for the right purpose, not being "suspended".

Overall, the Vietnam Railway Authority assessed that the new regulations will help enterprises managing national railway assets have more legal, financial and professional tools to proactively exploit, operate, repair and develop infrastructure; at the same time, improve the efficiency of public asset use and reduce the budget burden.

Metro specialized human resource training
The Ho Chi Minh City People's Committee has just issued a Project on Urban Railway Human Resources Development to solve the problem of mastering technology, gradually reducing dependence on international experts and proactively and safely operating the Metro network under construction. This project, covering the period 2025 - 2030 with a vision to 2050, sets specific human resource targets to meet the roadmap of completing 7 Metro lines by 2035 and expanding to 10 lines by 2045.
According to the Project, the demand for human resources will grow rapidly in line with the infrastructure progress. Specifically, the Metro system is expected to need about 720 personnel for operation and exploitation in 2025. This number will increase and reach 11,840 people in 2035, when 7 Metro lines are in operation. In particular, by 2045, when the network of 10 lines is completed, the City will need up to 17,730 specialized personnel for operation.
In addition to the direct operating team, the demand for human resources to serve the construction and installation of the system is also very large: This group of engineers and workers is estimated to need more than 21,000 people by 2035 and maintain a level of over 20,000 people by 2045.
To thoroughly solve this problem, Ho Chi Minh City has determined that from now until 2045, it will train about 60 State management officials according to international standards. This core group will undertake important tasks such as planning appraisal, technical control and policy advice. The city also sets a target of sending at least 50% of Metro specialized officials to attend training and development courses abroad every year.
