Need to speed up the process of granting pink books

On June 24, No Va Real Estate Investment Joint Stock Company (Novaland) said that from mid-June 2024, Novaland has begun handing over certificates of land use rights, house ownership rights and other assets attached to land (pink books) to residents of the low-rise area of the Victoria Village project (Thu Duc City, Ho Chi Minh City).

This is the first handover of pink books out of nearly 1,200 apartments and low-rise houses in Novaland's central city real estate projects eligible for pink books in 2024.

After Victoria Village, from July 2024, Novaland said the company plans to continue handing over more than 1,000 pink books for the Sunrise Riverside project (South Saigon). In addition, towers G6 and E2 in this project are expected to hand over houses to residents in the third quarter of 2024.

In addition, Novaland also said that about 3,000 apartments in The Sun Avenue project (Thu Duc City) and 178 low-rise houses in Palm City project (Thu Duc City) are also completing paperwork to apply for approval to be eligible for pink books in the near future.

In addition to completing procedures for granting pink books for handed-over projects, Novaland also focuses resources on completing and handing over houses to customers at projects the group is implementing.

Specifically, in 2024, Novaland aims to hand over more than 2,500 townhouses, villas, apartments, office lots... at the project clusters NovaWorld Phan Thiet (Binh Thuan), NovaWorld Ho Tram ( Ba Ria - Vung Tau ), Aqua City (Dong Nai), Sunrise Riverside (South Saigon), Palm City (Thu Duc City).

Mr. Le Hoang Chau - Chairman of the Ho Chi Minh City Real Estate Association - said that in the city, there are more than 58,000 customers who bought houses in real estate projects that have not been granted pink books. Therefore, priority should be given to granting pink books to home buyers who are "honest, innocent, and vulnerable".

As for the investor's fault (if any) in complying with the law on investment, construction, business or mortgaging the project at commercial banks, it should be handled separately.

Focus on removing obstacles in granting pink books

The Department of Natural Resources and Environment of Ho Chi Minh City said that in 2024, the department will focus on removing obstacles in granting pink books to people.

Accordingly, the focus is on removing obstacles for four main groups of obstacles: new real estate projects, calculating additional financial obligations for some projects, projects with inspection and investigation conclusions, and some other projects with obstacles.

In particular, the Department of Natural Resources and Environment will coordinate with the Ho Chi Minh City Tax Department to speed up the progress of determining the financial obligations of home buyers in projects, urging investors to submit documents for granting pink books. At the same time, work on each specific content of the problem to the superior agency to speed up the granting of pink books to people.

According to the Department of Natural Resources and Environment of Ho Chi Minh City, for the group of pending tax payment records, over 8,300 records were resolved in 2023 and over 4,300 other pending records were resolved in the past year.

In 2023, the Ho Chi Minh City Department of Natural Resources and Environment had 22,147 houses granted pink books. In addition, the collection of personal income tax and registration tax related to pink book issuance procedures in 2023 is estimated at VND 7,781 billion.

Currently, many apartment projects in Ho Chi Minh City have not been granted pink books due to many reasons such as the project is being investigated, determining additional financial obligations, difficulties in land valuation to calculate land use fees...

There was even a case where residents of the apartment building sued the City Land Registration Office to request a pink book.
