According to the revised 2023 high school graduation exam regulations recently issued by the Ministry of Education and Training on March 28, candidates are only allowed to bring into the exam room pens, pencils, compasses, erasers, rulers, calculators without text editing functions and the Vietnam Geography Atlas when taking the Geography exam.
Thus, candidates are not allowed to bring any kind of recording device, even if it only has the function of recording information, but cannot listen, watch or transmit signals - which is allowed by current regulations.
In addition, instead of allowing candidates to leave the examination area after two-thirds of the essay time has passed, the draft regulations require candidates to stay in the waiting room for the remainder of the examination. They must still submit their test papers, exam questions, and scratch paper to the invigilator before leaving the room and moving to the waiting room.
In addition, the 2023 high school graduation exam regulations also change the regulations that candidates can register for the exam online, in addition to registering directly at the school where they studied grade 12 as currently; adding that priority candidates will be given an additional 0.25 and 0.5 points compared to the old regulations.

The new regulations also amend and supplement a number of regulations on exam preparation to avoid loopholes like the biology exam leak last year. The Director of the Department of Quality Management (Ministry of Education and Training) assessed that this amendment is very important.
Specifically, the new regulations require: "Commissioners, secretaries, and those in charge of information technology and technology are civil servants and public employees of units under the Ministry of Education and Training; in which, the standing commissioner is a civil servant of the Department of Quality Management. Those who draft and review exam questions are civil servants and public employees of the education sector or research institutes; full-time lecturers and full-time teachers working at educational institutions. Each exam/subject has a test-making team consisting of a team leader and test-composer and test-reviewer."
In addition, each essay test will be cross-graded by two examiners using two different ink colors. During the review process, there must be at least two members of the essay test review committee.
The Ministry also made many adjustments to make the exam run better, such as adjusting some technical issues to strengthen discipline and order in the exam room as well as ensuring safety and security throughout the exam; improving the quality of exam questions while strengthening inspection and examination of all stages of exam organization...
The 2023 high school graduation exam will be held on June 27, 28, 29, and 30, 2023. Candidates will complete exam registration procedures on June 27. Exam supervision will be held on June 28 and 29. The Ministry also set aside June 30 as a backup.
In early March 2023, the Ministry of Education and Training also announced sample questions. The content of this year's high school graduation exam is expected to be within the high school curriculum, mainly in grade 12.
