Differences with candidates taking the exam according to the 2018 GeneralEducation Program
On the morning of May 27, at the training conference on inspection and examination of the 2025 high school graduation exam, Mr. Huynh Van Chuong, Director of the Department of Quality Management (Ministry of Education and Training), noted the differences in the organization of high school graduation exams for candidates taking the exam under the 2006 General Education Program and the 2018 General Education Program.

Firstly, regarding the number of multiple choice test papers that need to be packed in each bag, Mr. Chuong noted that the examination room for candidates taking the exam according to the 2006 General Education Program should print 24 test codes (usually 4 - 5 sheets of A4 paper).
For exam rooms for candidates taking the 2018 General Education Program, only print enough exam papers according to the number of candidates in the exam room. For example, a room with 10 candidates taking the physics exam, print from code 01 to code 10; can be printed on 1 A3 sheet (printed 2 sides).
Second, in the exam invigilation work, candidates taking the 2006 General Education Program must only take the second subject in the optional/combined exam and must be present 10 minutes before the exam time; candidates taking the 2018 General Education Program must be present from the beginning of the exam and wait in the waiting room.
The time between the two subjects in the optional/combined exam between the two programs is also different. For candidates taking the exam under the 2006 Program, it is 10 minutes, for candidates taking the exam under the 2018 General Education Program, it is 15 minutes.
Regarding the collection of optional exams/combined exams of natural sciences and social sciences: in the examination room for candidates taking the 2006 General Education Program, there is one bag of exam papers for each subject. In the examination room for candidates taking the 2018 General Education Program, there is one bag of exam papers for each exam session. During the exam session, the optional exam has 2 bags of exam papers, divided into 2 exam sessions, not by subject.
Regarding geography, Mr. Chuong noted that candidates taking the 2006 General Education Program are allowed to bring an Atlas into the exam room, while candidates taking the 2018 General Education Program are not allowed to bring an Atlas into the exam room. Exam supervisors need to clearly distinguish this to avoid confusion between the two programs.
Beware of increasingly sophisticated exam cheating
At the training session, Mr. Pham Long Au, Deputy Director of the Department of Technical Services (A06 - Ministry of Public Security ), said that the current situation of using high-tech devices to cheat in exams is an issue that needs to be thoroughly trained to recognize and prevent early and from a distance.
Mr. Au also specifically presented how to identify and detect high-tech devices that can cheat in the 2025 high school graduation exam.
Deputy Minister of Education and Training Pham Ngoc Thuong said that the Ministry of Education and Training and the Ministry of Public Security have and will continue to have plans to prevent, stop and promptly handle cases of intentionally using high technology to commit fraud.

Mr. Pham Ngoc Thuong gave an example of how AI is now very popular. During the exam, according to regulations, candidates are not allowed to bring documents into the exam area, but if the inspection is not careful, there may be cases of intentionally bringing devices into the restroom. Students leave their phones in the restroom and try to secretly use them.
Therefore, in this year's exam, we must consider checking and monitoring the toilet area in the exam site, houses near the exam site... to have preventive measures.
"With one mistake by the supervisor and one intentional action by the candidate, the exam questions are at risk of being leaked," Mr. Thuong stated the situation.
Deputy Minister Thuong also paid special attention to the motto "4 rights" and "3 no's" that need to be "remembered" by officials participating in all stages of this year's exam. The "4 rights" include: following the exam regulations and instructions; following the correct and complete procedures; following the correct assigned positions, responsibilities and tasks; and following the right time to promptly handle unusual situations and incidents.
"3 no's" are: no negligence, subjectivity; no excessive stress, pressure; no arbitrarily handling unusual situations or incidents.
In addition, Mr. Thuong also raised the requirement for "2 enhancements": enhancing the sense of responsibility and professional qualifications of the staff participating in organizing the exam; enhancing the spirit of self-awareness and compliance with the regulations of the candidates.
The 2025 high school graduation exam will take place on June 26-27. On June 25, candidates will go to the exam location on the notice to complete the exam registration procedures. This year's exam will have 2 different sets of exam questions for candidates to take the exam according to the 2006 General Education Program and the 2018 General Education Program.
