Press release of the 42nd session of the Central Inspection Commission

From June 12-14, the Central Inspection Committee held its 42nd session in Hanoi.

At this meeting, the Central Inspection Committee (CIC) considered and concluded on the following matters:

I. Implementing the conclusions and directives of the Central Steering Committee on preventing and combating corruption and negative phenomena, after reviewing the results of inspections when there were signs of violations and the results of self-criticism, and proposing disciplinary action against the Party Committee of the Ministry of Finance , the Central Inspection Committee found:

The Party Committee of the Ministry of Finance violated the principle of democratic centralism and working regulations; lacked responsibility and neglected leadership and guidance, allowing the Ministry of Finance and some organizations and individuals to violate Party regulations and State laws in state management and in advising on and issuing mechanisms and policies on the issuance and trading of individual corporate bonds, including enterprises belonging to Van Thinh Phat Group and An Dong Group; and in state management of the budget related to Tien Bo International Joint Stock Company (AIC) and enterprises in the AIC ecosystem.

The aforementioned violations have caused serious and irreparable consequences, posing a significant risk of loss and waste of state budget funds and damage to bond investors, negatively impacting the investment and business environment and social order and safety, causing negative public opinion and resentment, and diminishing the prestige of the Party organization and state management agencies, to the extent that disciplinary action must be considered and taken.

The primary responsibility for the aforementioned violations and shortcomings rests with the Party Committee of the Ministry of Finance for the 2016-2021 term and the following individuals: Dinh Tien Dung, Politburo member, Secretary of the Hanoi City Party Committee, former Secretary of the Party Committee and Minister of Finance; Vo Thanh Hung, Party Committee member and Deputy Minister; former Party Committee members and Deputy Ministers: Huynh Quang Hai, Do Hoang Anh Tuan, Vu Thi Mai; and several other Party organizations and members.

Considering the content, nature, extent, consequences, and causes of the violation; based on the Party's regulations,

1. The Central Disciplinary Committee decided to impose disciplinary action:

- A warning is issued to the Standing Committee of the Party Committee of the General Department of Customs for the term 2015-2020; the Party Committee of the Planning and Finance Department for the term 2015-2020; the Party Branch of the Administrative and Public Service Finance Department, the Party Branch of the State Budget Department for the terms 2015-2017, 2017-2020, 2020-2022; and the following comrades: Huynh Quang Hai; Pham Van Truong, Secretary of the Party Branch, Director of the State Budget Department; Nguyen Truong Giang, Secretary of the Party Branch, Director of the Administrative and Public Service Finance Department; Nguyen Duong Thai, former Deputy Director General of the General Department of Customs; and Pham Van Viet, former Secretary of the Party Branch, Director of the Finance and Administration Department, General Department of Customs, Ministry of Finance.

- Reprimanding the Party Cell of the Department of Finance for Banks and Financial Institutions for the terms 2017-2020 and 2020-2022, and comrades: Do Hoang Anh Tuan, Vu Thi Mai, Vo Thanh Hung; comrade Phan Thi Thu Hien, Secretary of the Party Cell and Director of the Department of Finance for Banks and Financial Institutions; Le Ngoc Khoa, former Secretary of the Party Committee and Director of the Planning and Finance Department, Ministry of Finance.

2. The Central Inspection Committee proposes that the competent authority consider and impose disciplinary measures on the Party Committee of the Ministry of Finance for the 2016-2021 term and Comrade Dinh Tien Dung.

3 - The Central Inspection Committee requests the Party Committee of the Ministry of Finance to lead and direct the timely rectification of the identified violations and shortcomings; and to coordinate in reviewing and handling the responsibilities of organizations and individuals with violations according to their authority.

II - After reviewing the results of the inspection when there were signs of violations and the results of the review, the Central Inspection Committee found that it recommended disciplinary action against the Party Committee of the People's Committee of Ninh Thuan province:

The Party Committee of the Ninh Thuan Provincial People's Committee violated the principle of democratic centralism and working regulations; lacked responsibility and neglected leadership and direction, allowing the Provincial People's Committee and many organizations and individuals to violate Party regulations and State laws in the implementation of wind power, solar power, and other construction investment projects.

The aforementioned violations have caused serious consequences, posing a significant risk of state budget losses, generating negative public opinion, and diminishing the prestige of the local Party organization and government, to the extent that disciplinary action must be considered and taken.

The primary responsibility for the aforementioned violations and shortcomings rests with the Party Committee of the Ninh Thuan Provincial People's Committee for the 2016-2021 term and the following individuals: Luu Xuan Vinh, former Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, and Chairman of the Provincial People's Committee; Pham Van Hau, Deputy Secretary of the Provincial Party Committee, former Member of the Party Committee, and Vice Chairman of the Provincial People's Committee; Phan Tan Canh, Member of the Standing Committee of the Provincial Party Committee, Secretary of the Ninh Hai District Party Committee, former Member of the Party Committee, and Vice Chairman of the Provincial People's Committee; Pham Dong, former Provincial Party Committee Member, Secretary of the Party Committee, and Director of the Department of Planning and Investment; Nguyen Van Truong, former Provincial Party Committee Member, Secretary of the Party Committee, and Director of the Department of Finance; Bui Anh Tuan, former Secretary of the Party Committee and Director of the Department of Natural Resources and Environment; and several other Party organizations and Party members.

Considering the content, nature, extent, consequences, and causes of the violation; based on the Party's regulations,

1. The Central Disciplinary Committee decided to impose disciplinary action:

- A warning was issued to the Party Committee of the Ninh Thuan Provincial People's Committee for the 2016-2021 term and to Comrade Luu Xuan Vinh.

- Reprimanding the Party Committees of the Departments of Planning and Investment, Finance, Construction, and Natural Resources and Environment for the 2015-2020 term, and comrades: Pham Van Hau, Phan Tan Canh, Pham Dong, Nguyen Van Truong, Bui Anh Tuan; and comrade Le Ngoc Thach, former Deputy Secretary of the Party Committee and Deputy Director of the Department of Natural Resources and Environment.

2 - The Central Inspection Committee requested the Standing Committee of the Ninh Thuan Provincial Party Committee to conduct a serious self-criticism and draw profound lessons; to lead and direct the Party Committee of the Provincial People's Committee to promptly rectify the violations and shortcomings identified; and to consider and handle the responsibilities of organizations and individuals with violations according to their authority.

III- After reviewing the report on the results of the investigation and verification and the proposed disciplinary action against Comrade Nguyen Van Yen, Deputy Head of the Central Internal Affairs Commission, Member of the Standing Committee of the Party Committee, and Chairman of the Party Committee's Inspection Commission of the Central Internal Affairs Commission, the Central Inspection Commission found that:

Comrade Nguyen Van Yen has lacked self-cultivation and training, exhibiting ideological and political degradation, moral decay, and lifestyle deviations; violating Party regulations and State laws in performing his assigned duties and responsibilities; violating regulations on what Party members are not allowed to do and the responsibility of setting an example, causing very serious consequences, public outrage, and negatively impacting the prestige of the Party organization, agency, and workplace, to the extent that disciplinary action must be considered and taken.

Based on Party regulations, the Central Inspection Committee proposes that the competent authority consider and impose disciplinary action against Comrade Nguyen Van Yen.

IV- After reviewing the report proposing disciplinary action against several Party members who violated regulations in the Party committees of the provinces of Binh Dinh, Binh Duong, Long An, and Ba Ria - Vung Tau, the Central Inspection Committee found that:

Comrade Nguyen Dinh Kim, former Provincial Party Committee member and Secretary of the Vinh Thanh District Party Committee, Binh Dinh province, has shown ideological and political degradation, moral decay, and lifestyle misconduct; violated Party regulations and State laws in performing his assigned duties; violated regulations on what Party members are not allowed to do and the responsibility of setting an example; causing very serious consequences, public outrage, and negatively affecting the prestige of the Party organization and local government, to the extent that disciplinary action must be considered and taken.

Comrades Le Thanh Cung, former Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, and Chairman of the People's Committee of Binh Duong province; Tran Van Can, former Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, and Chairman of the People's Committee of Long An province; and Nguyen Van Trinh, former Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, and Chairman of the People's Committee of Ba Ria - Vung Tau province, violated Party regulations and State laws in performing their assigned duties and responsibilities; in leading and directing the implementation of contracts carried out by the International Advanced Corporation (AIC) and enterprises within the AIC ecosystem; violated regulations on what Party members are not allowed to do and the responsibility of setting an example; causing serious consequences, negative public opinion, and diminishing the prestige of the Party organization and local government, to the extent that disciplinary action must be considered and taken.

Based on Party regulations, the Central Disciplinary Committee decided to issue a Warning to comrades Le Thanh Cung, Tran Van Can, and Nguyen Van Trinh. The Central Disciplinary Committee also requested the competent authority to consider and impose disciplinary action on comrade Nguyen Dinh Kim.

V. After reviewing the results of the inspection of the performance of tasks related to inspection, supervision, and disciplinary enforcement within the Party, and the inspection of Party finances concerning the Standing Committee of the Provincial Party Committee and the Provincial Inspection Committee; and the inspection of asset and income declarations by members of the Standing Committee of the Provincial Party Committees of Tuyen Quang, Hoa Binh, and Bac Giang provinces, the Central Inspection Committee found that:

Besides the fundamental strengths, the inspected Party organizations and members also had some violations and shortcomings in leadership, direction, and organization of the implementation of inspection, supervision, and disciplinary tasks; in the management and use of Party finances and assets; and in the declaration of assets and income. The Central Inspection Committee requested that the inspected Party organizations and members continue to promote their strengths; seriously review, learn from experience, and promptly rectify the violations and shortcomings that have been pointed out, and report the results to the Central Inspection Committee.

VI. Also at this session, the Central Inspection Committee considered and resolved complaints in two cases and reviewed and concluded on several other important matters.
