On September 10 and 11, 2024, in Hanoi, the Central Inspection Commission held its 47th meeting. Comrade Tran Cam Tu, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Commission chaired the meeting.
At this Session, the Central Inspection Commission (CIC) reviewed and concluded the following contents:
1 - Implementing the direction of the Central Steering Committee on preventing and combating corruption and negativity; after reviewing the inspection results when there are signs of violations and the review results, proposing disciplinary action against the Party Committee of the People's Committee of Ha Giang province and the Party Committee of the People's Committee of Quang Ngai province, the Central Inspection Committee found that:
1.1- The Standing Committee of the Ha Giang Provincial Party Committee for the 2020-2025 term and the Party Committee of the Provincial People's Committee for the 2021-2026 term violated the principle of democratic centralism and working regulations; lacked responsibility, loosened leadership and direction, allowing the Provincial People's Committee and many organizations and individuals to seriously violate Party regulations and State laws in organizing the implementation of the Tuyen Quang-Ha Giang Expressway Project (package No. 04 implemented by Thuan An Group Joint Stock Company); a number of cadres and party members, including key cadres of the province, violated regulations on what party members are not allowed to do and the responsibility to set an example.
The above violations have caused serious consequences, risking loss and waste of large amounts of State money and assets, causing bad public opinion, reducing the prestige of the Party organization and local government, to the point of requiring disciplinary action.
Personal responsibility for the above violations and shortcomings belongs to the comrades: Dang Quoc Khanh , former member of the Party Central Committee, Secretary of the Provincial Party Committee; Nguyen Van Son , Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee; Luong Van Doan , Provincial Party Committee Member, Party Secretary, Director of Department of Planning and Investment; Le Minh Duc , Party Secretary, Director of Department of Transport; Le Tien Dung , Deputy Secretary of the Party Cell, Acting Director of the Management Board of Traffic Construction Investment Projects of Ha Giang Province and a number of other Party organizations and Party members.
Considering the content, nature, level, consequences, and causes of the violation; based on Party regulations, the Central Inspection Committee decides to take disciplinary action:
- Dismiss all positions in the Party for comrades Le Tien Dung .
- Warning : Party Executive Committee of Ha Giang Provincial People's Committee for the 2021-2026 term; Party Committee of the Department of Planning and Investment, Party Cell of the Provincial Traffic Construction Investment Project Management Board for the 2020-2025 term and comrades: Nguyen Van Son, Luong Van Doan.
- Reprimand: Party Committee of the Department of Transport, Party Committee of the Provincial People's Committee Office for the 2020-2025 term and comrade Le Minh Duc.
Central Inspection Committee recommends competent authority Review and discipline the Standing Committee of the Ha Giang Provincial Party Committee for the 2020-2025 term and comrade Dang Quoc Khanh
Central Inspection Committee requests The Standing Committee of Ha Giang Provincial Party Committee leads and directs the review, consideration of responsibilities, and disciplinary action against relevant Party organizations and Party members according to the conclusion of the Central Inspection Commission; promptly corrects violations and shortcomings pointed out.
1.2- The Standing Committee of the Quang Ngai Provincial Party Committee for the 2010-2015, 2015-2020 terms, the Party Executive Committee of the Provincial People's Committee for the 2011-2016, 2016-2021 terms violated the principle of democratic centralism and working regulations; lacked responsibility, loosened leadership and direction, allowing the Provincial People's Committee and many organizations and individuals to seriously violate Party regulations and State laws in organizing implementation. Some projects and packages implemented by Phuc Son Group Joint Stock Company; many cadres and party members, including key cadres of the province, have degraded in political ideology, ethics, lifestyle, violated the law on anti-corruption, violated regulations on what party members are not allowed to do and the responsibility to set an example.
The above violations have caused serious consequences, risking loss and waste of large amounts of State money and assets, causing bad public opinion, reducing the prestige of the Party organization and local government, to the point of requiring disciplinary action.
Personal Responsibility For the above violations and shortcomings, you are responsible for: Le Viet Chu , former member of the Party Central Committee, Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee; Dang Van Minh and Cao Khoa , former Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee (expelled from the Party); comrade Tran Ngoc Cang , former Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the People's Committee of Quang Ngai province.
Considering the content, nature, level, consequences, and causes of the violation; based on Party regulations, the Central Inspection Committee decides to take disciplinary action:
- Warning : Party Executive Committee of the Provincial People's Committee for the 2011-2016 term; Party Committee of the Department of Transport, Party Committee of the Department of Natural Resources and Environment for the 2010-2015 term and comrade Tran Ngoc Cang .
- Reprimand: Party Executive Committee of the Provincial People's Committee for the 2016-2021 term; Party Committee of the Management Board of Dung Quat Economic Zone and Industrial Parks of Quang Ngai province for the 2015-2020 term.
Central Inspection Committee recommends competent authority Review and discipline the Standing Committee of Quang Ngai Provincial Party Committee for the terms 2010-2015 and 2015-2020.
Central Inspection Committee requests The Standing Committee of the Quang Ngai Provincial Party Committee leads and directs the review, consideration of responsibilities, and disciplinary action against party organizations and party members according to the conclusions of the Central Inspection Commission; promptly corrects violations and shortcomings pointed out. The Central Inspection Commission will continue to inspect, review, and handle related party organizations and individuals.
2 - Reviewing the results of the supervision of the Provincial Party Committee Standing Committee and the Standing members of the Ben Tre Provincial Party Committee, the Central Inspection Commission requests the Ben Tre Provincial Party Committee Standing Committee and the supervised Party members to continue to promote their strengths; seriously review and promptly correct violations and shortcomings in leadership, direction, development and organization of implementation of the Working Regulations; personnel work; in management and use of land for non-state budget investment projects and declaration of assets and income. Request the Ben Tre Provincial Party Committee Inspection Commission to inspect when there are signs of violations by the Party Committee of the Department of Natural Resources and Environment regarding the responsibility of leadership, direction and advice on land management and use in the province, and report the results to the Central Inspection Commission.
3 - Also at this session, the Central Inspection Commission discussed and gave opinions on the draft "Regulations on the mechanism for detecting, preventing and stopping violations by party organizations and party members"; reviewed and concluded a number of other important contents./.
