On Wednesday, October 30, 2024, the National Assembly continued its ninth working day (8th Session, 15th National Assembly) at the National Assembly building under the chairmanship of National Assembly Chairman Tran Thanh Man .

In the morning, under the chairmanship of Deputy Speaker of the National Assembly Nguyen Duc Hai, the National Assembly held a plenary session in the assembly hall to hear the following: Minister of Planning and Investment Nguyen Chi Dung, authorized by the Prime Minister, presented the draft Law amending and supplementing a number of articles of the Planning Law, the Investment Law, the Law on Investment under the Public-Private Partnership Method, and the Bidding Law. Chairman of the National Assembly's Economic Committee Vu Hong Thanh presented the report on the examination of the draft Law amending and supplementing a number of articles of the Planning Law, the Investment Law, the Law on Investment under the Public-Private Partnership Method, and the Bidding Law. Chief Prosecutor of the Supreme People's Procuracy Nguyen Huy Tien presented the draft Resolution on piloting the handling of evidence and assets during the investigation, prosecution, and trial of certain criminal cases. Chairwoman of the National Assembly's Judicial Committee, Le Thi Nga, presented the report on the draft Resolution on piloting the handling of evidence and assets during the investigation, prosecution, and trial of certain criminal cases. Following this, the National Assembly held group discussions on: the draft Law amending and supplementing several articles of the Planning Law, the Investment Law, the Law on Investment under the Public-Private Partnership method, and the Bidding Law; and the draft Resolution on piloting the handling of evidence and assets during the investigation, prosecution, and trial of certain criminal cases. In the afternoon, the National Assembly held a plenary session in the assembly hall to address the following issues: * Issue 1: Under the chairmanship of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly heard a report from the Member of the Standing Committee of the National Assembly, Chairman of the National Assembly's Committee on National Defense and Security, Le Tan Toi, explaining, accepting, and revising the draft Law on People's Air Defense. Subsequently, the National Assembly discussed several contentious issues in the draft Law on People's Air Defense. During the discussion, 11 National Assembly deputies expressed their opinions, generally appreciating the explanations, feedback, and revisions made by the Standing Committee of the National Assembly, and agreeing with many aspects of the draft Law.

To further refine the draft Law, National Assembly deputies focused their discussions on the following contents: the structure of the draft Law; definitions of terms; principles of organizing people's air defense activities; tasks of people's air defense; key areas of people's air defense; prohibited acts; directing people's air defense activities; organizing people's air defense forces; service term and age for mobilizing people's air defense forces; content of people's air defense activities; building plans and strategies for people's air defense; training and education on people's air defense; people's air defense structures; international cooperation on people's air defense; import, export, temporary import for re-export, temporary export for re-import of unmanned aircraft and other flying vehicles; research, manufacturing, testing, production, repair, maintenance, and trading of unmanned aircraft and other flying vehicles; flight permits, flight suspension, temporary detention, and suppression of unmanned aircraft and other flying vehicles; Management and protection of air defense positions; regimes and policies for those mobilized to participate in people's air defense activities; resources for people's air defense activities; responsibilities of agencies, organizations, and local governments at all levels regarding people's air defense and the management of unmanned aircraft and other flying vehicles; transitional provisions; legislative techniques. At the end of the discussion, Minister of National Defense Phan Van Giang gave an explanation, clarifying some issues raised by National Assembly deputies. * Content 2: Under the chairmanship of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly heard the following: Minister of Home Affairs Pham Thi Thanh Tra, authorized by the Prime Minister, presented the Government's submission on the draft Resolution on the organization of urban government in Hai Phong city. Chairman of the National Assembly's Law Committee Hoang Thanh Tung presented the report on the review of the draft Resolution on the organization of urban government in Hai Phong city. Minister of Home Affairs Pham Thi Thanh Tra, authorized by the Prime Minister, presented the Government's proposal on the establishment of Hue City as a centrally-administered city. Chairman of the National Assembly's Law Committee Hoang Thanh Tung presented the verification report on the establishment of Hue City as a centrally-administered city. Following this, the National Assembly viewed a video clip on the establishment of Hue City as a centrally-administered city. Thursday, October 31, 2024: In the morning, the National Assembly discussed in groups: the draft Resolution on the organization of urban government in Hai Phong City; and the establishment of Hue City as a centrally-administered city. In the afternoon, the National Assembly held a plenary session in the assembly hall to discuss the draft Law amending and supplementing several articles of the Health Insurance Law.
