In the morning, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly held a plenary session in the hall to listen to the following contents: Minister of Planning and Investment Nguyen Chi Dung, authorized by the Prime Minister, presented the Report on the draft Law amending and supplementing a number of articles of the Law on Planning, the Law on Investment, the Law on Investment under the form of public-private partnership and the Law on Bidding. Chairman of the National Assembly's Economic Committee Vu Hong Thanh presented the Report on the review of the draft Law amending and supplementing a number of articles of the Law on Planning, the Law on Investment, the Law on Investment under the form of public-private partnership and the Law on Bidding. Chief Prosecutor of the Supreme People's Procuracy Nguyen Huy Tien presented the Report on the draft Resolution on piloting the handling of evidence and assets during the investigation, prosecution and trial of a number of criminal cases. Chairwoman of the National Assembly's Judiciary Committee Le Thi Nga presented the Report on the examination of the draft Resolution on piloting the handling of evidence and assets during the investigation, prosecution and trial of a number of criminal cases. After that, the National Assembly discussed in groups: The draft Law amending and supplementing a number of articles of the Law on Planning, the Law on Investment, the Law on Investment under the public-private partnership model and the Law on Bidding; The draft Resolution on piloting the handling of evidence and assets during the investigation, prosecution and trial of a number of criminal cases. In the afternoon, the National Assembly held a plenary session in the hall to carry out the following contents: * Content 1: Under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly listened to Member of the National Assembly Standing Committee, Chairman of the National Assembly's Defense and Security Committee Le Tan Toi present the Report on explanation, acceptance and revision of the draft Law on People's Air Defense. Afterwards, the National Assembly discussed a number of content with different opinions in the draft Law on People's Air Defense. At the discussion session, 11 opinions were expressed by National Assembly deputies, in which the opinions of the deputies basically appreciated the explanation, acceptance and revision of the National Assembly Standing Committee and agreed with many contents of the draft Law.

To continue perfecting the draft Law, National Assembly deputies focused on discussing the following contents: the structure of the draft Law; explanation of terms; principles of organizing people's air defense activities; people's air defense tasks; key points of people's air defense; prohibited acts; people's air defense command activities; organization of people's air defense forces; service term, age of widespread mobilization of people's air defense forces; content of people's air defense activities; development of people's air defense plans and posture; training and education on people's air defense; people's air defense projects; international cooperation on people's air defense; import, export, temporary import for re-export, temporary export for re-import of unmanned aircraft and other flying vehicles; research, manufacture, testing, production, repair, maintenance, and trading of unmanned aircraft and other flying vehicles; granting flight licenses, suspending flights, temporarily detaining and suppressing unmanned aircraft and other flying vehicles; management and protection of air defense positions; regimes and policies for people mobilized to participate in people's air defense activities; resources for people's air defense activities; responsibilities of agencies, organizations, and local authorities at all levels regarding people's air defense and management of unmanned aircraft and other flying vehicles; transitional regulations; legislative techniques. At the end of the discussion, Minister of National Defense Phan Van Giang spoke to explain and clarify a number of issues raised by National Assembly deputies. * Content 2: Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly listened to the following contents: Minister of Home Affairs Pham Thi Thanh Tra, authorized by the Prime Minister, presented the Government's Submission on the draft Resolution on the organization of urban government in Hai Phong city. Chairman of the National Assembly's Law Committee Hoang Thanh Tung presented the Report on the examination of the draft Resolution on the organization of urban government in Hai Phong city. Minister of Home Affairs Pham Thi Thanh Tra, authorized by the Prime Minister, presented the Government's Proposal on the establishment of Hue City under the Central Government. Chairman of the National Assembly's Law Committee Hoang Thanh Tung presented the Verification Report on the establishment of Hue City under the Central Government. After that, the National Assembly watched a video clip on the establishment of Hue City under the Central Government. Thursday, October 31, 2024: In the morning, the National Assembly discussed in groups: Draft Resolution on the organization of urban government in Hai Phong City; Establishment of Hue City under the Central Government. In the afternoon, the National Assembly held a plenary session in the hall to discuss the draft Law on amending and supplementing a number of articles of the Law on Health Insurance.
