The Government's Electronic Information Portal is pleased to present the Joint Communiqué between Vietnam and Qatar on the occasion of the official visit to Qatar by Prime Minister Pham Minh Chinh from October 30 to November 1.

1. At the invitation of His Excellency Mohammed bin Abdulrahman bin Jassim Al Thani, Prime Minister and Minister of Foreign Affairs of the State of Qatar, Mr. Pham Minh Chinh, Prime Minister of the Socialist Republic of Vietnam, made an official visit to Qatar from October 30 to November 1, 2024, marking the first official visit of a Vietnamese Prime Minister to Qatar in 15 years. 2. In an atmosphere of sincerity, trust, and mutual understanding, Prime Minister Pham Minh Chinh met with the Emir of Qatar, Sheikh Tamim bin Hamad Al Thani, held official talks with the Prime Minister and Minister of Foreign Affairs , His Excellency Mohammed bin Abdulrahman bin Jassim Al Thani, and met with the Chairman of the Shura Council, Mr. Hassan bin Abdulla Al-Ghanim, and received the Minister of Communications and Information Technology; the Minister of Labour; the Minister of State for Energy; and the Chairman of the Qatar Investment Authority (QIA). and Chairman of the Qatar Business Council (QBA).

3. Both sides expressed satisfaction with the achievements in bilateral relations over the past 30 years, with relations developing and expanding in many areas. Both sides committed to strengthening exchanges of delegations and contacts at all levels and through various channels, and promoting people-to-people exchanges. To further promote the good cooperation between Vietnam and Qatar. 4. With a shared vision of deepening political trust and developing the Vietnam-Qatar relationship to a higher level, both sides agreed to strive to upgrade bilateral relations to a broader, more substantive, and effective partnership framework. 5. Both sides will promote the possibility of negotiating bilateral intergovernmental agreements in the areas of visa exemption, labor, economy , trade, etc., to expand markets for goods. Both sides emphasized the importance of economic, trade, and investment cooperation and recognized great potential for cooperation in other areas such as energy, oil and gas, especially liquefied natural gas (LNG), agriculture, Halal, banking, etc. Both sides agreed to strengthen trade and investment promotion activities, boost business connections, and support investors from both sides; and encourage Qatari investment funds to invest in strategic projects in Vietnam. 6. Both sides committed to strengthening defense and security cooperation, maintaining a cooperative and peaceful environment in both regions and globally. 7. Both sides acknowledged the importance of promoting education and training, tourism, cultural and sports exchanges to enhance people-to-people connections and deepen mutual understanding; and agreed to increase scholarships for students from both countries. In addition, both sides agreed to explore opportunities for cooperation in emerging fields such as semiconductors, artificial intelligence, cloud computing, clean energy, solar energy, digital transformation, innovation management, green economy and circular economy, and other areas. 8. During the visit, the two sides signed several bilateral agreements and accords to enhance cooperation, specifically: i) A Protocol between the Government of the State of Qatar and the Government of the Socialist Republic of Vietnam amending the Agreement between the Government of the State of Qatar and the Government of the Socialist Republic of Vietnam on air transport signed on March 8, 2009; ii) A Memorandum of Understanding in the field of sports between the Government of the Socialist Republic of Vietnam and the Government of the State of Qatar; iii) A Memorandum of Understanding on cooperation in the field of law between the Ministry of Justice of the Socialist Republic of Vietnam and the Ministry of Justice of the State of Qatar; iv) A Memorandum of Understanding on cooperation between the Diplomatic Academy of the Ministry of Foreign Affairs of the Socialist Republic of Vietnam and the Diplomatic Academy of the Ministry of Foreign Affairs of the State of Qatar; v) A Memorandum of Understanding between the State Capital Investment and Business Corporation (SCIC) and the Qatar Investment Authority on investment cooperation. 9. The two sides exchanged views on international and regional issues of common concern and emphasized the importance of respecting international law and the United Nations Charter, supporting the resolution of disputes through diplomatic means to maintain peace, stability, security and promote development at the regional and global levels. 10. The two sides expressed confidence in the promising future of Vietnam-Qatar relations and committed to close cooperation to implement the results of the high-level visits. Prime Minister Pham Minh Chinh thanked the warm welcome and hospitality of the leaders and people of Qatar. Prime Minister Pham Minh Chinh conveyed the invitations from General Secretary To Lam and President Luong Cuong to the Emir of Qatar and from National Assembly Chairman Tran Thanh Man to the Chairman of the Shura Council to visit Vietnam soon and to the Prime Minister of Qatar to visit Vietnam at a time convenient for both sides; the Qatari leaders happily accepted the invitations.Doha, November 1, 2024
