On the morning of April 26th, the Thanh Hoa Provincial Police Department chaired a conference to finalize the Provincial People's Committee's plan for deploying and organizing forces to participate in maintaining security and order at the grassroots level. Colonel Phung Xuan Tien, Deputy Director of the Provincial Police Department, presided over the conference.

Overview of the conference.

The Law on Forces Participating in Protecting Security and Order at the Grassroots Level was passed by the 15th National Assembly at its 6th Session and came into effect on July 1, 2024. This is an important basis for consolidating, reorganizing, and deploying these forces, streamlining organizational structures, and improving their functions, tasks, and working relationships at the grassroots level; aiming to create a legal framework for operation and further enhance the quality and effectiveness of state management of security and order at the grassroots level.

Currently, Thanh Hoa province has 558 communes, wards, and towns with 4,357 villages, hamlets, and residential areas, including 4,357 security and order protection team leaders. Over the years, these forces have made many important contributions and provided active support to the police forces in communes, wards, and towns in ensuring security and order in the area.

To prepare for the effective implementation of the Law on Forces Participating in Protecting Security and Order at the Grassroots Level, the Provincial Police Department has consulted with various sectors to develop a plan for deploying and organizing forces participating in protecting security and order at the grassroots level, ensuring a scientific approach and maximizing the role and responsibilities of these forces in ensuring security and order at the grassroots level.

At the conference, delegates agreed on a plan for each village, hamlet, residential area, and neighborhood currently in operation to establish a Security and Order Protection Team with a minimum of 3 members, in accordance with the law. This organization will be under the comprehensive leadership of the Party Committee, the management of the People's Committee at the commune, ward, or town level, and the guidance, assignment, and inspection of the commune-level police, aiming to contribute to improving the effectiveness of security and order maintenance at the grassroots level. This plan will be submitted by the Provincial People's Committee to the Provincial People's Council at the next session.

Speaking at the conference, Colonel Phung Xuan Tien, Deputy Director of the Provincial Police, affirmed that the Law on Forces Participating in Protecting Security and Order at the Grassroots Level is a very important draft law; therefore, he requested that functional units of the Provincial Police and the police forces of districts, towns, and cities in the province proactively advise, propose, and effectively coordinate the development of plans and direct and organize the implementation of strengthening the organization of forces participating in protecting security and order at the grassroots level; and advise local Party committees and authorities to carry out tasks as prescribed by the Law, so that the Law can be put into practice.
