Approval of investment policy for urban railway line section 1 in Phu Quoc

On October 24, the People's Council of An Giang province, term X, 2021 - 2026, held the 4th session (special session) to review and decide on contents under its authority to serve the socio-economic development of the province.

Chairman of the An Giang Provincial People's Council Nguyen Thanh Nhan emphasized that the meeting was based on practical requirements and was urgent in order to promptly develop and promulgate important policies and projects of the province according to the Central's policies and the Government's direction, meeting practical requirements in the local socio -economic development in the new period. The Provincial People's Council considered, discussed and decided on 4 important contents, each of which has great impacts, both in the short term and in the long term, in the socio-economic development strategy of the province.

Accordingly, the delegates unanimously voted to pass the Resolution regulating one-time subsidies for people working outside the payroll quota at Associations assigned by the Party and State at the provincial or district level before July 1, 2025 in An Giang province, applicable until November 1, 2025. The total estimated cost of implementing this policy is more than 40.3 billion VND.

Provincial People's Council delegates approved the Resolution on the investment policy of the Urban Railway Line Project, Section 1, under the public-private partnership (PPP) model in Phu Quoc Special Economic Zone. The project has a length of about 17.7 km, with 5-7 stations and 1 depot (vehicle maintenance center); the operating vehicle is a 3-5 compartment train (module), with a design speed of 70-100 km/h; the total estimated investment is about 8,950 billion VND. The project will be completed to serve the APEC 2027 Conference, the public transport needs of people and tourists , attract investment, contribute to the development of the service - trade - tourism industry, and increase state budget revenue. The project will create many jobs for people, help people move safely, reduce traffic accidents and emissions, protect the environment, and contribute to the green urban orientation of Phu Quoc Special Economic Zone.

The Provincial People's Council has approved a Resolution on the project to establish the An Giang Provincial Farmers Support Fund, on the basis of merging the An Giang Provincial Farmers Support Fund (old) and the Kien Giang Provincial Farmers Support Fund (old). This is a non-budget state financial fund, under the Provincial Farmers' Association, operating not for profit, preserving and developing capital; supporting Farmers' Association members to build and replicate effective production and business models, contributing to increasing income and improving the lives of farmers; creating resources, conditions and tools to unite and gather farmers into the Association, contributing to building the Association and the farmers' movement of the province. The charter capital allocated by the budget until June 30, 2025 is more than 57.5 billion VND; the charter capital expected to be allocated for the period 2026 - 2030 is 50 billion VND, allocated from the local budget's development investment expenditure source.

At the same time, the Provincial People's Council passed the Resolution on the decentralization of environmental protection expenditure tasks in An Giang province from the provincial budget and commune budget, aiming to improve the effectiveness of state management and the responsibility of local authorities in environmental protection work. This Resolution stipulates the decentralization of environmental protection expenditure tasks guaranteed by the state budget from the environmental protection career funding source of An Giang province.

Chairman of the An Giang Provincial People's Council Nguyen Thanh Nhan emphasized that the Provincial People's Council unanimously passed four important resolutions of practical significance, not only solving immediate problems, but also suggesting long-term orientations, especially modernizing traffic infrastructure in a smart, green direction; institutionalizing the policy of decentralization and delegation of power between the provincial and communal levels in accordance with the two-level local government model.

The Provincial People's Council requested the Provincial People's Committee to direct the review and full settlement of regimes and policies for subjects affected by the reorganization of the apparatus, including those working outside the payroll quota at the Associations assigned by the Party and State at the provincial and district levels before July 1, 2025, to be completed no later than November 1, 2025; more drastically speed up the disbursement of public investment, especially key projects and projects serving the APEC 2027 Conference.

The Provincial People's Council Committees and People's Council delegates continue to promote their supervisory role in the implementation of resolutions, promptly reflect and propose solutions to difficulties, limitations and shortcomings from practice and recommend specific and practical solutions to overcome them, in order to ensure that the People's Council's resolutions are seriously and effectively implemented.
