Approving the proposal to build a Resolution on Financial Center in Vietnam

On March 5th, the Government issued Resolution No. 42/NQ-CP proposing the drafting of a National Assembly Resolution on a Financial Center in Vietnam.

The Government has decided to approve the proposal to draft a Resolution of the National Assembly on a Financial Center in Vietnam as proposed by the Ministry of Planning and Investment (now the Ministry of Finance ) in Submission No. 2124/TTr-BKHĐT dated February 25, 2025.

The Ministry of Finance, in close coordination with relevant ministries and agencies, the People's Committee of Ho Chi Minh City, and the People's Committee of Da Nang City, will fully and reasonably incorporate the opinions of Government members and relevant agencies during the process of drafting and finalizing the draft Resolution of the National Assembly in accordance with regulations, ensuring the quality and progress of the report as required; ensuring compliance with the conclusions of the Politburo in Notice No. 47-TB/TW dated November 15, 2024, the Government's resolution in Resolution No. 259/NQ-CP dated December 31, 2024; and the directives of Government leaders in relevant documents; and will be responsible for the contents of the report and recommendations.

Relevant ministries and agencies, the People's Committee of Ho Chi Minh City, and the People's Committee of Da Nang City, according to their assigned functions and duties and areas of responsibility, should demonstrate a sense of responsibility, determination, and effort, and coordinate closely with the Ministry of Finance and relevant agencies in the process of finalizing the draft Resolution of the National Assembly as prescribed.

The Government has assigned the Minister of Justice, acting on behalf of the Prime Minister, to report to the Standing Committee of the National Assembly: to add the draft Resolution of the National Assembly on a Financial Center in Vietnam to the 2025 Law and Ordinance Drafting Program and submit it to the National Assembly for approval at a session (May 2025); and to submit to the National Assembly for decision the application of simplified procedures in the drafting and promulgation of the Resolution of the National Assembly as stipulated in the Law on the Promulgation of Legal Documents.

The Ministry of Finance, relevant ministries and agencies, the People's Committee of Ho Chi Minh City, and the People's Committee of Da Nang City shall closely coordinate with the Ministry of Justice to provide the Ministry of Justice with complete and timely relevant documents and records as prescribed, ensuring the reporting schedule to the Standing Committee of the National Assembly as required.

This Resolution shall take effect from the date of signing (March 5, 2025)./.
