Permanent Deputy Minister Vu Manh Ha: Law making must be linked with administrative reform and digital transformation in healthcare

At the headquarters of the Ministry of Health, a conference was held to disseminate a number of newly issued legal documents in response to Vietnam Law Day. Alternate member of the Party Central Committee, Permanent Deputy Minister of Health, Dr. Vu Manh Ha chaired the conference.

Hundreds of delegates representing leaders of Departments, Offices, Ministry Office, a number of Institutes, Schools, Hospitals, and Centers belonging to and directly under the Ministry of Health attended the conference.

At the conference, delegates listened to leaders of the Departments of Legislation, Health Insurance, Planning - Finance and the Department of Drug Administration inform about a number of newly issued legal documents including: Report on a number of contents related to legal dissemination and education activities in the past time; Report on legal dissemination and education in 2025; Main contents of the Law amending and supplementing a number of articles of the Law on Pharmacy and documents guiding its implementation; Main contents of the Law amending and supplementing a number of articles of the Law on Health Insurance and documents guiding its implementation; Dissemination of Circular No. 40/TT-BYT dated October 25, 2025 of the Minister of Health regulating drug bidding at public health facilities.

Perfecting institutions, removing obstacles and barriers in mechanisms and policies to help improve the effectiveness of protecting and taking care of people's health has been one of the key priorities of the Ministry of Health in the past 5 years. Specifically, from 2020 to now, the Ministry of Health has submitted to competent authorities to promulgate 4 laws, 1 Ordinance, and 3 Resolutions of the National Assembly. The Laws and Ordinances include: Law on prevention and control of viral infections causing acquired immunodeficiency syndrome in humans - HIV/AIDS (amended); Law on Medical Examination and Treatment (amended); Law on Pharmacy (amended, supplemented); Law on Health Insurance (amended, supplemented); Ordinance amending and supplementing Article 10 of the Population Ordinance.

At the same time, the Government issued 27 Decrees and the Ministry of Health issued 217 Circulars under its authority.

Deputy Head of the Legal Department Dinh Thi Thu Thuy spoke at the conference.

This has helped to remove difficulties in medical examination and treatment, bidding; ensure social security, as well as the rights and interests of health insurance participants; and improve the effectiveness in preventing tobacco and factors harmful to human health.

Speaking at the conference, Permanent Deputy Minister of Health Vu Manh Ha emphasized that the Party Committee and leaders of the Ministry of Health always pay attention to directing and creating favorable conditions for the work of building and perfecting laws in health.

"The legal system on healthcare is increasingly being completed, stabilized, unified, and synchronized, creating a solid legal framework that contributes to ensuring the legitimate rights and interests of people and businesses; to aim at the goal of building a healthy Vietnam, where all people receive health care, live long, live healthy, live healthily, improve their physical fitness, raise awareness of health protection, and proactively prevent diseases in the whole society, contributing significantly to promoting the development of a rich, civilized, and prosperous country in the new era" - Dr. Vu Manh Ha said.

To continue spreading the spirit of Resolution No. 66 of the Politburo on innovation in law-making and enforcement, meeting the requirements of national development, Permanent Deputy Minister of Health Vu Manh Ha proposed a number of key tasks, including ensuring the comprehensive and direct leadership of the Party in law-making and law enforcement on health.

Party committees at all levels, heads of units and localities must comprehensively and directly lead the work of advising on law making, and take primary responsibility for the quality of policies and laws in their management areas. Promote the responsibility of leaders in building and urging the progress of legal documents.

Permanent Deputy Minister Vu Manh Ha also proposed to innovate thinking and build laws on health, from issuing documents to innovation in building development institutions. Law-making work must fully, correctly and promptly institutionalize the Party's policies and guidelines; stem from the country's interests; promote democracy, respect, ensure and effectively protect human rights and citizens' rights.

"At the same time, the law on health needs to have many breakthroughs in its organization and implementation and be guaranteed to be implemented fairly, strictly, consistently, promptly, effectively, efficiently and economically," said Permanent Deputy Minister Vu Manh Ha.

Disseminating Circular No. 40/2025/TT-BYT, which was just issued by the Ministry of Health at the end of October 2025, Deputy Director of the Department of Planning and Finance Hoang Cuong said: Circular 40 completely replaces Circular No. 07/2024/TT-BYT dated May 17, 2024, ensuring consistency and updating according to the new legal system on bidding.

The Deputy Minister also noted that it is necessary to link law-making with administrative reform and digital transformation to improve the satisfaction of people, businesses and patients.

In addition, attention should be paid to perfecting the legal apparatus to ensure effective operation, meeting the requirements and assigned tasks. Focus on training, fostering, and improving the qualifications, professional capacity, and expertise of the legal staff to promptly propose, recommend, and effectively advise the Ministry's leaders in the work of building and organizing law enforcement.

Permanent Deputy Minister of Health Vu Manh Ha sent a message to health sector staff: Law Day is not just November 9, but 365 days, every day is Law Day! Every civil servant, public employee, and worker must comply with the Constitution and the law in their work and daily life.

On this occasion, on behalf of the leaders of the Ministry of Health, Permanent Deputy Minister Vu Manh Ha respectfully expressed his thanks to the central ministries, branches, socio-political organizations, Party committees, authorities at all levels, press and media agencies that have always accompanied, helped and supported the Ministry of Health in the work of building, perfecting and organizing the enforcement of laws.
