The Government Office has just issued a Notice summarizing the conclusions of Prime Minister Pham Minh Chinh - Head of the State Steering Committee for National Key Projects and Projects in the Transport Sector - at the 11th meeting held on May 8th.
Regarding the progress of the North-South Expressway Eastern section passing through Nghe An and Ha Tinh provinces, the Prime Minister requested the Ministry of Transport to decisively direct the investor, project enterprise, and contractor to focus on completing procedures and implementing "3 shifts, 4 teams" construction to complete the remaining section of the Dien Chau - Bai Vot project as directed by the Prime Minister.
The Dien Chau - Bai Vot section of the expressway construction project has a total length of 49.3 km, passing through Nghe An province (44.4 km) and Ha Tinh province (4.9 km), and is implemented under a public-private partnership (PPP) contract. The phased investment includes a 4-lane road with a roadbed width of 17m and a maximum design speed of 90 km/h.
The total investment is nearly 11.158 billion VND (investor capital of over 5.090 billion VND; state capital participation in the project is nearly 6.068 billion VND); the expected toll collection and operation period is 16 years, 6 months and 8 days.
In the future, when the investment is complete, the Dien Chau - Bai Vot section will have 6 lanes with a width of 32.5m, a design speed of 100-120 km/h, and the Than Vu tunnel will have a design speed of 80 km/h.
On the afternoon of April 28th, the Ministry of Transport, in coordination with the People's Committees of Nghe An and Ha Tinh provinces, held a ceremony to inaugurate and put into operation the Dien Chau - Bai Vot Expressway Project (section from Dien Chau to National Highway 46B), approximately 30 km long, passing through the districts of Dien Chau, Nghi Loc, and Hung Nguyen in Nghe An province. The section starts in Dien Cat commune, Dien Chau district, connecting to the end point of the Nghi Son - Dien Chau component project; the lane separation point is at the intersection with National Highway 46B in Hung Tay commune, Hung Nguyen district, Nghe An province.
Currently, the project has 19.3 km remaining, from the intersection with National Highway 46B in Hung Tay commune, Hung Nguyen district, Nghe An province, to the end point in Thanh Binh Thinh commune, Duc Tho district, Ha Tinh province, connecting with the Bai Vot - Ham Nghi expressway project. Due to weak soil conditions in many sections, a waiting period for load testing is required.
Recently, the Ministry of Transport issued a document requesting Project Management Board 6 and the project enterprise to ensure safe operation of the Dien Chau-National Highway 46B section and to complete the remaining construction items, especially the National Highway 46B-Bai Vot section, so that it can be opened to traffic as planned by the end of June 2024.
The Dien Chau - Bai Vot Expressway (the section from Dien Chau to National Highway 46B), recently put into operation, is of paramount importance, contributing to the completion of the expressway system through Nghe An province; forming a vital transportation route, a backbone connecting key economic zones, economic corridors, industrial parks, airports, and seaports of the province; shortening the travel time connecting Nghe An province with other provinces in the Northern key economic region, especially with Hanoi, from 5 hours to just over 3 hours.
