The Prime Minister requested construction in '3 shifts, 4 teams' to complete the Dien Chau - Bai Vot expressway on schedule.

The Government Office has just issued the Notice of Conclusion of Prime Minister Pham Minh Chinh - Head of the State Steering Committee for important national projects and works, key to the Transport sector at the 11th Session held on May 8.

In particular, regarding the progress of the North-South Expressway in the East, the section passing through Nghe An and Ha Tinh provinces, the Prime Minister requested the Ministry of Transport to resolutely direct investors, project enterprises, and contractors to focus on completing procedures and working in "3 shifts" to complete the remaining section of the Dien Chau - Bai Vot project according to the Prime Minister's direction.

The Dien Chau - Bai Vot expressway construction investment component project has a total length of 49.3 km, passing through Nghe An province (44.4 km) and Ha Tinh province (4.9 km), implemented under the form of public-private partnership (PPP) contract. In which, the investment phase has a scale of 4 lanes, roadbed width of 17m, with a maximum design speed of 90 km/h.

Total capital is nearly 11,158 billion VND (investor capital is more than 5,090 billion VND; State capital participating in the project is nearly 6,068 billion VND); expected time for toll collection and operation is 16 years, 6 months and 8 days.

In the future, when the investment is completed, the Dien Chau - Bai Vot section will have 6 lanes with a width of 32.5m, a design speed of 100-120 km/h, and the Than Vu tunnel alone will have a design speed of 80 km/h.

On the afternoon of April 28, the Ministry of Transport coordinated with the People's Committees of Nghe An and Ha Tinh provinces to organize the opening of the Dien Chau - Bai Vot Expressway Project (section from Dien Chau to National Highway 46B) with a length of about 30 km passing through the districts of Dien Chau, Nghi Loc, Hung Nguyen of Nghe An province, with the starting point in Dien Cat commune, Dien Chau district connecting with the end point of the Nghi Son - Dien Chau component project; the lane separation point at the intersection of National Highway 46B in Hung Tay commune, Hung Nguyen district, Nghe An province.

Currently, the project has 19.3 km left from the intersection of National Highway 46B, Hung Tay commune, Hung Nguyen district, Nghe An province to the end point in Thanh Binh Thinh commune, Duc Tho district, Ha Tinh province, connecting with the Bai Vot - Ham Nghi expressway project. Due to many sections having weak ground, it needs time to wait for loading.

Recently, the Ministry of Transport issued a document requesting Project Management Board 6 and the project enterprise to ensure safe exploitation of the Dien Chau-National Highway 46B section and construct the remaining items, especially the National Highway 46B-Bai Vot section, to open to traffic by the end of June 2024.

The Dien Chau - Bai Vot Expressway (section from Dien Chau to National Highway 46B) put into operation recently has a very important meaning, contributing to the completion of the expressway system through Nghe An province; forming a vital traffic route, the backbone connecting economic zones, economic corridors, key industrial zones, airports, and seaports of the province; shortening the connection time between Nghe An province and the provinces of the Northern key economic region, especially with the capital Hanoi from 5 hours to more than 3 hours.
