Prime Minister attends groundbreaking ceremony of Red River Delta's vital expressway

On the morning of May 12, in Thai Binh, the People's Committee of Thai Binh province held a groundbreaking ceremony for the construction of the Ninh Binh - Hai Phong expressway (section passing through Nam Dinh and Thai Binh provinces) and Hung Phu Industrial Park (Tien Hai district, Thai Binh).

Speaking at the ceremony, Prime Minister Pham Minh Chinh said the Ninh Binh - Hai Phong expressway through Nam Dinh and Thai Binh provinces and the Hung Phu Industrial Park are two important projects of great significance to Thai Binh and Nam Dinh provinces and the Red River Delta region.

According to the Prime Minister, the expressway connecting Ninh Binh, through Nam Dinh - Thai Binh - Hai Phong, with Cat Bi and Van Don airports, seaports and Mong Cai international border gate will open up new development space for the Red River Delta and the North Central region and the provinces of Ninh Binh, Nam Dinh and Thai Binh in particular.

Regarding Thai Binh, the Prime Minister commented that this province lacks industry, so "although it is not poor, it is not rich either" and needs to focus on developing transportation and industrial zones so that poor districts have the opportunity to develop.

The Prime Minister requested the contractor to conduct a thorough survey to avoid the project from collapsing. Regarding raw materials, especially sand, Thai Binh is lacking, so ministries and branches should consider exploiting sand mines, especially sand dug from the sea. In addition, it is necessary to ensure quality, progress, avoid capital overruns, and prevent negativity; at the same time, ensure the livelihood of people who have given up land for the project.

Regarding the investor, Geleximco Group, the Prime Minister said that it is necessary to do better than previous projects, ahead of schedule by at least 6 months and strive to complete it in 2026.

For Thai Binh province, the Prime Minister requested regular inspection, supervision, and direct visits to construction sites to remove obstacles for businesses.

The Ninh Binh - Hai Phong expressway is about 60.9 km long. Of which, the section through Nam Dinh is 27.6 km long, the section through Thai Binh is 33.3 km long. The starting point of the project is at Km19+300 at the head of the Day River overpass (Nghia Thai commune, Nghia Hung district, Nam Dinh); the end point is at Km80+200 at the intersection between the new National Highway 37 and the coastal road (Thuy Trinh commune, Thai Thuy district, Thai Binh).

This is a highway with a design speed of 120 km/h, a scale of 4 lanes, and a roadbed width of 24.75 m. The entire project will build 23 bridges on the highway and 4 overpasses along with 7 interchanges.

The largest public-private partnership (PPP) investment project in the transport sector in Vietnam to date, with a total investment of VND19,785 billion, to be implemented in 36 months, basically completed in 2027, and put into operation in 2028.
