In a dialogue with nearly 300 farmers nationwide, connecting online to 63 provinces and cities on the morning of December 31, Prime Minister Pham Minh Chinh listened to many questions and issues that farmers and producers wanted to thoroughly resolve regarding land use planning, capital, post-storm insurance services, production material areas, etc.
Access to agricultural insurance services is still difficult.
Ms. Hoang Thi Gai (Hai Phong) said that storm Yagi caused billions of dong in damage to the agricultural sector, but many policies to support agricultural production after natural disasters and epidemics are no longer suitable to reality.
“Specifically, Decree 02 of the Government on disaster risk support stipulates that the maximum support level for 1 hectare of crops damaged by over 70% is only 2 million VND. If divided equally, it is only 75,000 VND/sao,” Ms. Gai cited.
In addition, Ms. Gai hopes that the Government will have solutions for commercial banks to extend and postpone old loans and provide new loans so that farmers can restore production; or that accessing agricultural insurance services is still difficult...

The Prime Minister said that after the storm, we realized the importance of agricultural insurance. Ministries and sectors need to conduct research to develop effective agricultural insurance policies that can be put into practice and help farmers.
Responding to the story of debt and loan deferral, Mr. Dao Minh Tu, Deputy Governor of the State Bank, informed that 124 customers were affected, with 192,000 billion VND in outstanding debt after the consequences of storm No. 3.
Farmers and businesses, especially those in aquaculture in Quang Ninh and Hai Phong, lost everything and were unable to repay their debts.
Mr. Tu said the State Bank also issued a circular regulating debt repayment terms for customers facing difficulties due to storm impacts, restructuring debt repayment terms until December 31, 2025 and not limiting the number of restructuring times...

Ms. Vu Thi Thuong Huyen - Director of Thinh An Tea Cooperative, Thai Nguyen province - expressed that there is currently no clear mechanism or legal framework for cooperatives to accumulate land; or there is a lack of inter-regional and inter-provincial planning, and agricultural production areas are not similar...
Regarding this issue, Mr. Do Duc Duy, Minister of Natural Resources and Environment, said that the 2024 Land Law has resolved all the problems, especially the land policy for agricultural production, but people have not updated it yet. Mr. Duy suggested that localities propagate it.

Increasing investment in agriculture requires private participation
At the conference, agricultural expert Hoang Trong Thuy said that the investment level for agriculture is still very limited. He recommended that the Government should double the investment level for agriculture in the coming period from 2020 to 2024, in developing technology in modern production and ensuring a green environment for sustainable development; building an agricultural ecosystem...
Prime Minister Pham Minh Chinh admitted that investment in agriculture is not much, but resources are limited because the State also needs to invest in other key goals, so it needs to be balanced to be suitable.
“Double our budget does not mean increasing state money, but requires private participation. As for developing a sustainable agricultural ecosystem, we have been striving to implement Vietnam’s commitment and roadmap for emission reduction.
I hope and suggest that businesses and farmers need to change their production methods, use seeds, fertilizers, and technology to create a sustainable ecosystem," he emphasized.
Policy to provide high-interest loans without collateral is about to be issued
Talking about loan policy for farmers, Mr. Dao Minh Tu informed:
“In rural credit, there are many outstanding loans and the most policies in all fields. Especially in agriculture, such as Decree 55, in 2018, some contents were amended.
We are currently reviewing, there are some subjects that are not suitable such as organic and circular agriculture that need to enjoy this policy. In the near future, very soon, the policy will be issued.
According to the new policy, people will be able to borrow 2-3 times more capital without having to mortgage assets like big programs such as the 1 million hectare high-quality rice program..., will enjoy preferential policies, and enjoy agricultural and rural insurance.
