The Department of Planning and Investment of Thua Thien Hue province recently collaborated with the Department of Enterprise Development and the Department of Business Registration Management ( Ministry of Planning and Investment ) to organize a workshop to exchange ideas and resolve difficulties in business registration and support for small and medium-sized enterprises.

According to a report by the Thua Thien Hue Department of Planning and Investment, the projected economic growth rate for Thua Thien Hue in 2024 is 8.5-9.0%. Gross Regional Domestic Product (GRDP) is estimated at VND 81,844.5 billion (current prices), and GRDP per capita by the end of 2024 is estimated at VND 69.7 million, equivalent to USD 2,850-2,900, an increase of 11.5% compared to the same period. State budget revenue is estimated at approximately VND 13,600 billion, an increase of 12% compared to the same period.

In the first 10 months of the year, the number of tourists visiting Hue was estimated at 3,254.4 thousand; tourism revenue was estimated at 6,662 billion VND, an increase of 14.3% compared to the same period last year; total retail sales of goods and services were estimated at 47,293.2 billion VND, an increase of 14.8% compared to the same period last year; and export turnover was estimated at 1,008.71 million USD, an increase of 17.5% compared to the same period last year.

According to the Thua Thien Hue Department of Planning and Investment, there are currently nearly 6,200 operating businesses in the province. In the first 10 months of 2024, Thua Thien Hue saw the establishment of over 1,150 new businesses and units (including 660 newly established businesses with a total registered capital of VND 2,700 billion; an 11% increase in number and a 69% decrease in capital compared to the same period). It is projected that approximately 800 new businesses will be registered in 2024 with a total registered capital of approximately VND 3,300 billion.

Attending and speaking at the workshop, Mr. Bui Anh Tuan, Director of the Department of Enterprise Development, Ministry of Planning and Investment, said that in the coming time, businesses will continue to face many subjective and objective risks and challenges, and more than ever, they need the companionship and support of agencies and organizations supporting small and medium-sized enterprises from the central to local levels.

According to Mr. Tuan, in the past period, the Department of Enterprise Development, Ministry of Planning and Investment, has proactively advised competent authorities to issue many policies and guidelines to support businesses, from creating a favorable and equitable business environment to mechanisms and policies to support small and medium-sized enterprises.

Resolutions on supporting businesses to recover after the pandemic and develop sustainably, such as Resolution 35/NQ-CP of 2016, Resolution 105/NQ-CP of 2021, Resolution 58/NQ-CP of 2023…, especially the Law on Supporting Small and Medium-Sized Enterprises of 2017 - this is the highest legal document on supporting small and medium-sized enterprises in Vietnam, contributing to the formation of a dynamic, innovative, healthy, efficient, and sustainable small and medium-sized enterprise and private enterprise sector.

However, supporting small and medium-sized enterprises (SMEs) with state budget funds still faces many challenges, especially in the process and procedures for budget expenditure.

Director Bui Anh Tuan emphasized that, as the government's comprehensive advisory body on supporting businesses, and in the context of immense challenges, the Department of Business Development recommends that localities provide maximum support to businesses in the coming period, considering the removal of barriers and difficulties for businesses as a top political priority. He stressed the importance of a spirit of partnership, sharing, and working closely with the business community.

Continue to strengthen the implementation of business support activities, focusing on promoting digital transformation and innovation in businesses, and supporting businesses to participate in supply chains based on the advantages and strengths of the region and locality.

The plan involves allocating and integrating resources to support businesses and small and medium-sized enterprises (SMEs) to enhance their competitiveness, promote sustainable production and business practices, transform their structure and technology towards modernization, and reduce carbon emissions.

On the local side, Phan Quy Phuong, Vice Chairman of the People's Committee of Thua Thien Hue province, said that in recent times, the Thua Thien Hue provincial government has been very decisive in its actions to reduce the time for carrying out administrative procedures, promote the building of a friendly government, ensure transparency of information, create a level playing field for competition, develop policies to support businesses and investors, and reduce unofficial costs…

Regarding business registration, the People's Committee of Thua Thien Hue province has agreed on the policy of supporting 100% of the postal delivery costs for business registration documents and directed the Department of Planning and Investment to implement 100% online submission of business registration applications and 100% delivery of results via public postal services.

According to Vice Chairman Phan Quy Phuong, support for businesses in the province has become more substantive and highly appreciated by the business community. In addition to central government policies, the province has issued and implemented several policies to support small and medium-sized enterprises (SMEs), such as increasing support levels beyond those stipulated in Decree 80 on guiding the implementation of some articles of the Law on supporting SMEs; implementing policies to support production and business premises in industrial zones and clusters; supporting accounting costs for household businesses converting to enterprises; and supporting public digital signatures and electronic invoices for newly established businesses.

“The achievements mentioned above are very commendable; however, to continue facilitating citizens and businesses, and to move towards a modern public administrative service, effective participation and coordination between management agencies and the community are needed in proactively researching and proposing solutions to improve the investment and business environment. This is a key task that each of us sitting here is concerned about,” Vice Chairman Phan Quy Phuong emphasized.

At the workshop, local leaders and businesses discussed, asked questions, and shared experiences on difficulties and obstacles. Experts from the Department of Enterprise Development and the Department of Business Registration Management helped to answer and resolve many important "bottlenecks," enabling officials working in business registration and business support at the local level to further improve their professional skills. This, in turn, will help to process business registration applications quickly and implement business support activities more effectively in the area.
