Affirming that Peru has always been a close friend and a leading important partner of Vietnam in Latin America, the President emphasized that Vietnam wishes to further deepen bilateral relations in the future.

According to the VNA special correspondent, on the afternoon of November 13th, local time, at the Casa de Pizarro Presidential Palace, immediately after the solemn official welcoming ceremony and a private meeting, President Luong Cuong held official talks with President Dina Ercilia Boluarte Zegarra.
In a cordial and open atmosphere, the two leaders informed each other about the recent situation in their respective countries, focusing on exchanging views on directions and measures to further promote friendly relations and multifaceted cooperation between Vietnam and Peru, as well as on international and regional issues of common concern.
On behalf of the State and people of Peru, President Dina Boluarte warmly welcomed the President and the high-level Vietnamese delegation on their official visit to Peru; affirming that the visit is of special significance as it is a high-level visit by the President of Vietnam to Peru coinciding with the 30th anniversary of the establishment of diplomatic relations between the two countries (November 14, 1994 - November 14, 2024), and expressing confidence that the visit will create important momentum to move the relationship between the two countries into a new, more robust phase.
President Luong Cuong sincerely thanked President Dina Boluarte, the State and people of Peru for the warm welcome and heartfelt sentiments extended to the high-level Vietnamese delegation, and respectfully conveyed greetings from General Secretary To Lam, Prime Minister Pham Minh Chinh, and National Assembly Chairman Tran Thanh Man to President Dina Boluarte.
Affirming that Peru has always been a close friend and a leading important partner of Vietnam in the Latin American region, the President emphasized that Vietnam values Peru's role and position and wishes to further deepen bilateral relations in the future.
After giving a brief overview of Vietnam's recent political and economic situation, President Luong Cuong affirmed that Vietnam consistently implements an independent, self-reliant, multilateral, and diversified foreign policy, with a particular emphasis on developing friendly relations and cooperation with Peru.

On this occasion, the President thanked President Dina Boluarte, the Government and people of Peru for their valuable solidarity and support for the Vietnamese people in their past struggle for national independence and in the current process of national construction and development.
President Luong Cuong congratulated Peru on hosting the Asia-Pacific Economic Cooperation (APEC) Forum for the third time, expressing confidence that the conference would be a great success, contributing to development, connectivity, and prosperity in the Asia-Pacific region, as well as further enhancing Peru's role and position.
The two leaders expressed pleasure at the increasingly developing bilateral relations through the maintenance of exchanges of high-level visits and contacts across all channels: Party, State, Government, Parliament, and local authorities; the effective implementation of existing cooperation mechanisms such as the Deputy Foreign Ministers' Political Consultations, the Intergovernmental Committee, and close and effective cooperation in multilateral forums.
Both sides were pleased to note that economic and trade relations continue to strengthen amidst challenging global economic conditions; Peru is currently Vietnam's sixth largest trading partner and its most important investment destination in Latin America.
The President emphasized that Vietnam and Peru have much potential for developing cooperation, especially with many products enjoying preferential tax treatment due to both countries being members of the Comprehensive and Progressive Trans-Pacific Partnership Agreement (CPTPP). He requested the Peruvian Government to create favorable conditions and implement specific policies to enable Vietnamese businesses to cooperate and invest effectively in Peru, contributing to building a more prosperous Peru for the benefit of its people.
Acknowledging the significant contributions of the Vietnam Telecommunications Group (Viettel) to Peru's sustainable development in recent years, including job creation and improved living standards, President Dina Boluarte affirmed that the Peruvian government will create favorable conditions for Viettel, through the Bitel telecommunications project, to continue expanding its business operations in Peru, participating in digital transformation projects, providing digital infrastructure, smart cities, etc., so that Bitel can consolidate its role as a model of cooperation between Vietnam and Peru, thereby attracting more investment from Vietnamese businesses in Peru.
In that spirit, President Dina Boluarte provided information on Peru's future socio-economic development directions and policies, highlighting the importance of the Chancay port connecting Latin America and Southeast Asia via the Pacific Ocean, which will be inaugurated during the APEC 2024 Summit Week. She also expressed her hope that Vietnamese businesses would show interest in and participate in investment projects to develop a multimodal logistics, industrial, and technology center around this port.
Both sides affirmed their commitment to elevating bilateral relations to a new level.
In that spirit, the two leaders agreed on the need to continue focusing on promoting cooperation in areas where both sides have strengths and mutual interests, such as economy, trade, and investment, including opening each other's markets to agricultural products, defense and security, telecommunications, digital transformation, energy, education and training, cooperation and exchange of experiences in poverty reduction, climate change mitigation, culture, tourism, and people-to-people exchanges; and actively negotiating and signing bilateral cooperation documents to complete the legal framework for the sustainable development of relations between the two countries.
The two leaders agreed to facilitate increased exchanges and business cooperation between the two countries' business communities to enhance bilateral trade volume commensurate with the potential of both countries; and to strengthen coordination, cooperation, and mutual support in international organizations, multilateral and inter-regional forums, including cooperation between Peru and ASEAN, and South-South cooperation.
The President of Peru expressed his wish for Vietnam to soon open a diplomatic representative office in Lima, Peru.

The leaders of the two countries also had extensive discussions, sharing positions on many regional and international issues of common concern, and agreed to ensure the fundamental principles of the United Nations Charter; strengthen multilateral coordination, promote common values of peace and cooperation, and resolve disagreements peacefully, based on respect for international law.
On this occasion, President Luong Cuong respectfully invited President Dina Boluarte to pay an official visit to Vietnam. President Dina Boluarte thanked him and happily accepted the invitation.
At the conclusion of the talks, President Dina Boluarte presided over the ceremony to present President Luong Cuong with the Order of the Sun of Peru, Grand Cross level.
This is a prestigious award, reflecting the special affection of the State and people of Peru for the country and people of Vietnam, as well as the importance they place on the friendly cooperative relationship between the two countries, especially on the occasion of the 30th anniversary of diplomatic relations.
Following the talks, the two leaders issued a Joint Statement on strengthening bilateral relations between the Socialist Republic of Vietnam and the Republic of Peru; witnessed the signing of cooperation documents in the field of trade promotion; and held a joint meeting with the press of both countries and the international press.
