In 2023, Binh Thuan province had many "bright spots" in the fight against corruption and negative practices. This result contributed to maintaining political stability and security, creating a foundation for socio-economic development, and strengthening the trust of officials, Party members, and the people in the Party and the State. To achieve even greater effectiveness in the future, Binh Thuan will continue to implement many key, rigorous, and effective solutions to further improve the fight against corruption.
The determination of the entire political system
In 2023, Party committees, Party organizations, the government, the Vietnam Fatherland Front of the province, political and social organizations, and provincial departments and agencies strengthened leadership, direction, and implementation of internal affairs and anti-corruption work, achieving many positive results. Accordingly, the fight against corruption and negative practices continued to be strengthened. The progress of investigation, prosecution, and trial of cases, especially those involving corruption, economic and official misconduct, and negative practices, showed positive progress; 5 cases of corruption, economic, and negative practices were resolved (an increase of 3 cases compared to 2022); the recovery of assets lost or misappropriated in corruption cases achieved a high rate (100% in money, 93% in land). This was in accordance with the direction of the Provincial Party Standing Committee. The Provincial Party Committee's Inspection Commission conducted investigations into suspected violations by 3 Party organizations and 6 Party members related to several serious and complex corruption and negative incidents that attracted public attention. The results included: recommendations for self-criticism and lessons learned for 3 Party organizations; disciplinary action against 6 Party members (3 reprimands, 3 warnings); and lessons learned for 5 Party members. The Provincial Party Committee's Inspection Commission is continuing its investigation into suspected violations by 1 Party organization. The Standing Committee and Inspection Commissions at all levels of Party committees conducted investigations into suspected violations by 47 Party members related to corruption and negative incidents that attracted public attention. Through these investigations, disciplinary action was taken against 16 Party members (1 expulsion, 1 dismissal, 4 warnings, 12 reprimands) and lessons learned for 18 Party members. Investigations into violations by 8 Party members are ongoing. Inspection, examination, and supervision work has been focused, targeted, and more effective. The province conducted 21 inspections; to date, 19 inspection conclusions have been issued regarding the responsibilities of heads of departments in inspection work, citizen reception, handling complaints and denunciations, and anti-corruption efforts. Through these inspections, violations in the management of funds totaling 1,673.9 million VND were discovered, with recommendations to recover 1,534.5 million VND for the state budget; other recommendations for handling 609 million VND; and recommendations for disciplinary action against collectives and individuals involved in the violations. To date, 1,203.5 million VND has been recovered, and disciplinary action has been taken against 5 individuals. Citizen reception and the handling of complaints, denunciations, and suggestions have been addressed in accordance with the law, resulting in a significant reduction in mass complaints. The dissemination and education of laws have been intensified through various rich and diverse forms, contributing to raising the awareness and responsibility of officials, Party members, and the people regarding internal affairs and the fight against corruption. The political security situation in the province remains stable, and social order and safety are maintained.
Besides the achievements, the effectiveness of inspection work on preventing and combating corruption and negative practices by some Party committees and inspection committees at various levels is still low. Inspections of the responsibility for receiving citizens and resolving complaints and denunciations by the heads of some localities and units are insufficient. Many cases still contain errors in asset and income declarations. Internal self-inspection is ineffective, and some units and localities are still struggling with implementation. Some unscheduled inspections, as directed by the Provincial Party Committee and the Standing Committee of the Provincial Party Committee, have been completed but have not yet reached conclusions; reporting of results is delayed. The handling and resolution of economic and official misconduct cases are generally slow compared to requirements; the recovery rate of assets seized in economic and official misconduct cases remains low. The results of leadership and direction in handling some corruption and negative practices cases are also slow compared to requirements. The handling of Party members who violate regulations related to corruption and negative cases by some Party committees under the provincial level is still slow, and in some cases, the results of the handling are not commensurate with the administrative disciplinary measures compared to Party member disciplinary measures...
Determined to do better
To further promote and enhance the effectiveness of internal affairs and the fight against corruption and negative practices in the province, in the coming period, the fight against corruption and negative practices needs to be carried out with higher political determination, stronger and more decisive actions, and on a regular and continuous basis at all levels and sectors to detect and prevent corruption and negative practices early; effectively overcome limitations and shortcomings, and at the same time improve the quality and effectiveness of prevention and combat against corruption and negative practices. Accordingly, attention must be paid to inspection and supervision of internal affairs, the fight against corruption and negative practices, and investigation, prosecution, trial, and execution of judgments. Discipline and order must be tightened; and state management in areas prone to violations, especially land, minerals, environment, construction, and health, must be strengthened. Strengthen inspection and supervision of violations of laws on land, resources, minerals, construction, investment projects, especially those with delayed implementation, and compliance with legal regulations in real estate business; strictly handle collectives and individuals who violate or neglect management, or lack responsibility leading to violations. Effectively prevent, promptly detect, and strictly handle violations related to corruption and negative practices; proactively inspect when there are signs of violations by Party organizations and Party members involved in corruption and negative cases that attract public attention. Improve the effectiveness of internal self-inspection to promptly detect, correct, remedy, and handle violations from the outset, at the grassroots level and within units. Improve the quality of handling complaints and reports of crimes, investigation, prosecution, trial, and execution of judgments. Accelerate the progress of investigation, prosecution, trial, and execution of civil judgments; Prevent cases and incidents from becoming backlog, overdue, or prolonged. Effectively address limitations and shortcomings in the assessment and valuation of assets serving litigation activities. Focus leadership and guidance on resolving complex corruption, economic, and negative cases that attract public attention. Strengthen the responsibility of Party committees, Party organizations, and governments at all levels, especially the heads of Party committees and governments at the local level, in receiving citizens and handling complaints, denunciations, and suggestions. Enhance the capacity and effectiveness of supervision by elected bodies, especially People's Councils at all levels, in internal affairs and the prevention and fight against corruption and negative practices.
Accelerating the pace and improving the quality of inspection, investigation, prosecution, trial, and execution of judgments to ensure strict adherence to the law, preventing wrongful convictions and ensuring that no criminals escape justice. Seriously implementing the Directives, Resolutions, and conclusions of the Politburo, the Central Party Secretariat, the Provincial Party Standing Committee, the Central Steering Committee, and the Provincial Steering Committee on preventing and combating corruption and negative phenomena... is one of the solutions to further improve the fight against corruption in the coming period.
