The statistical results are intended to help training institutions have a basis when conducting admissions.

According to statistics comparing the score distribution of some combinations of 2025 high school graduation exam scores and high school academic scores (report cards), no subject has a strong correlation. Specifically, for subjects in the natural sciences group, the coefficient is only about 0.64 - 0.65. This level shows that although the index is quite high, it does not show a close relationship between the report card score group and the exam score. Physics has a correlation of 0.62, close to the upper group. Literature is at an average level of 0.598, lower but showing that the exam results are related to the report card but not too high.

Subjects in the social subjects group range from 0.45 - 0.50, this level is quite low, reflecting a large gap between the transcript score and the exam score. English is at an average level. According to the recommendation of the Ministry of Education and Training , if using transcript results for admission, higher education institutions need to base on the above data to convert equivalent admission scores.

In 2023, the Ministry of Education and Training compiled and compared the total scores of 3 subjects in 5 traditional university admission groups, including A00, A01, C00 and D00. Specifically, 60% of candidates passing the university entrance exam using the admission method using high school transcripts had a total graduation exam score of about 20 points for the combination of 3 subjects. Meanwhile, 60% of candidates passing the exam using exam scores achieved more than 23 points. The difference between these 2 groups of candidates is 3 points. If considering the high school transcripts, 60% of candidates passing by exam scores had a high school transcript score of 25, 1 point higher than the group passing the university entrance exam using high school transcripts.

The difference between high school graduation exam scores and annual report card scores has caused public opinion to question the reliability of scores in report cards. This concern is well-founded as high schools do not use a common “measure” for evaluation.

However, according to a survey of a number of higher education institutions, the academic results of these two groups of students do not have a clear difference. In fact, according to statistics from more than 10,000 students admitted in 3 years, from 2001 - 2023 of Ho Chi Minh City University of Education, the group using transcripts for admission had an average score of 0.11 - 0.25 higher than the group passing by graduation exam scores.

According to the analysis of some high school managers, the reason for the high discrepancy between graduation exam scores and final transcript scores is the perspective of evaluating students based on the learning process. From the 2020-2021 school year, the number of periodic test score columns for students will be reduced. Instead, the number of regular assessment score columns will be increased. Therefore, students have the conditions to improve their regular assessment scores if they make efforts during the learning process. This is a significant difference, affecting changes in the assessment of students' learning quality.

Not to mention the pragmatic mentality of a part of students who have used the admission results by the method of academic transcripts, they often only take the graduation exam to get enough safe points, without investing in studying to improve their scores. Therefore, this year, the University and College Admission Regulations of the Ministry of Education and Training have been adjusted by not announcing the admission results early as in previous years, but taking place at the same time and converting them to a common score scale.

The high level of differentiation in the high school graduation exam in 2025 and 2024 when implementing the transfer between the two general education programs is also one of the reasons leading to the discrepancy between the graduation exam scores and the transcript scores. The high school graduation exam has a reliable enough score range for universities to use the exam results for admission consideration.

Since 2020, the Ministry of Education and Training has started comparing the average scores of exam subjects and the average grade 12 report card results to see the compatibility. However, for schools with a relatively large gap, it is almost only a reminder, it is necessary to review the testing and evaluation process more substantially, but there are not yet strong enough sanctions to "tighten" the grading in general schools to become more consistent.
