OpenAI – the company behind the ChatGPT chatbot – has announced a partnership with the UAE for the Stargate UAE project, the first massive AI data center abroad. Stargate UAE is part of the OpenAI for Countries initiative, which includes building a 1GW data center cluster in Abu Dhabi.

The OpenAI-UAE partnership does not mention that the UAE will make ChatGPT Plus free for all citizens. According to the official announcement, “the UAE will be the first country in the world to enable ChatGPT nationwide, making OpenAI’s technology accessible to everyone.” In addition, “the new partnership will support the UAE in leveraging OpenAI’s tools in key sectors such as government, energy, healthcare, education, and transportation to help accelerate innovation and economic growth, while creating long-term benefits for its citizens.”
“Stargate UAE has the potential to provide AI infrastructure and computing power within a 2,000-mile radius, reaching half the world’s population,” the company added.
Meanwhile, OpenAI CEO Sam Altman said that by establishing the first Stargate outside the United States, the company is realizing a bold vision that the most important breakthroughs in fields like medicine, learning, and energy will come from more places around the world.
According to the plan, OpenAI is collaborating with "big guys" such as G42, Oracle, Nvidia, Cisco and SoftBank to develop a 1GW AI computing cluster in Abu Dhabi and 200MW expected to be operational from 2026. Media reports said the investments could reach $20 billion.
Thus, the official information does not mention that ChatGPT Plus is free for all people as some social networking sites posted. OpenAI only allowed eligible students in the US and Canada to use ChatGPT Plus for free from March 31 to May 31 and is currently no longer offering this offer.
ChatGPT Plus is a paid service priced at $20/month, which gives access to ChatGPT's premium features such as the latest GPT-4o model, faster response times.
The UAE has a population of over 11.3 million, with about 81% of the population aged 18 and over. OpenAI recommends that ChatGPT is not for children under 13, and that children aged 13-18 should seek parental permission before using it. This means that the country will have to spend about $183 million per month to make ChatGPT Plus free for those who are eligible.
