On May 20th, the Police of District 12, Ho Chi Minh City, temporarily detained Nguyen Van Quan (33 years old, from Bac Giang ), Phan Ngoc Son (22 years old, residing in District 12, Ho Chi Minh City), and Hoang Xuan Du (18 years old, from Bac Kan) for investigation into acts of intentionally damaging property, extortion, and usurious lending in civil transactions.
According to the investigation, Ms. NTLP (residing in District 12) borrowed 13 million VND from Quan. Ms. P. had paid 11.2 million VND in principal and interest but stopped making payments.

After some time, as the principal and interest compounded, Quân repeatedly came to the house to threaten the family, demanding that Ms. P. pay back a total of 12.6 million VND.
In addition, Quân also hurled insults, wrote graffiti on the walls, and hired Sơn and Du to buy paint and throw it at Ms. P.'s house in the early morning of May 3rd to put pressure on her.
Following a report from the victim, the District 12 Police launched an investigation and, after searching, arrested three suspects.
At the police station, Son and Du confessed that Quan paid them 1 million VND for their services; all three admitted to their actions. The police are currently continuing to gather evidence and will process the case according to the law.
