From January 1, a new tourist tax has come into effect across Russia, replacing the previous resort fee.

The new regulation marks the beginning of a phased plan to strengthen the region's tourism infrastructure.
According to the new rules, tourists staying in Russia will contribute an additional 1% of the cost of their stay, RIA Novosti news agency reported.
The tax was introduced as part of amendments to the Tax Code in July 2024, which added a new chapter called “tourism tax”, giving local governments the discretion to implement the tax as a local tax.
Many areas, especially those with developed or emerging tourism industries, have adopted this initiative.
The tourist tax will start at 1% in 2025 and gradually increase to 3% in 2027. To ensure a base contribution, the minimum daily fee is 100 Rubles ($0.90).
Interfax cited data from the Border Guard Service of the Russian Federal Security Service as saying that more than 13 million foreigners visited Russia in the first nine months of 2024, an increase of nearly 11% over the same period last year (11.75 million).
After 9 months of 2024, Russia's largest sources of international visitors were Uzbekistan (2.65 million), Kazakhstan (2.63 million), Tajikistan (1.4 million), China (1.37 million), and Kyrgyzstan (889 thousand).
Figures show that the country of a billion people is one of the leading sources of tourists to the birch country, nearly 7 times higher than the same period last year.
