Trade and services grow strongly, tourism breaks through nearly 20% in 11 months

Thanks to favorable visa policies and effective stimulus programs, trade and service activities in the first 11 months of 2025 continued to grow positively with total retail sales and consumer service revenue increasing by 9.1% over the same period; in which, the tourism industry became a bright spot when travel revenue surged strongly at 19.9%.

According to data just announced by the General Statistics Office ( Ministry of Finance ), trade and service activities in November 2025 were stable with total retail sales of goods and consumer service revenue estimated to be equivalent to the previous month and up 7.1% over the same period last year...

In the first 11 months of 2025, total retail sales of goods and consumer service revenue increased by 9.1% over the same period last year; of which, revenue from accommodation and catering services increased by 14.6%.

With favorable visa policies, tourism promotion programs and large-scale events organized in many localities have attracted a large number of international visitors to Vietnam.

In November, international arrivals to Vietnam reached nearly 1.98 million, up 14.2% over the previous month and 15.6% over the same period last year. In the first 11 months of 2025, international arrivals to Vietnam reached 19.15 million, up 20.9% over the same period last year.

Tourism revenue increased by 19.9% ​​in the first 11 months of this year. This figure reflects the effectiveness of stimulating consumption and the promotion of tourism policies and programs.
The General Statistics Office said that total retail sales of goods and consumer services revenue at current prices in November is estimated at 601.2 trillion VND, up 7.1% over the same period last year.

Of which, revenue from household appliances, tools and equipment increased by 13.6% over the same period last year due to increased shopping demand when the weather changed seasons and to supplement and replace appliances and equipment damaged by floods; garments increased by 9.2%; food and foodstuffs increased by 7.0%; accommodation and catering services increased by 13.6% and tourism and travel increased by 19.1%.

In the first 11 months of 2025, the total retail sales of goods and consumer service revenue at current prices is estimated at VND 6,377.7 trillion, an increase of 9.1% over the same period last year (the same period in 2024 increased by 8.9%), if excluding the price factor, it increased by 6.8% (the same period in 2024 increased by 5.8%).

Retail sales of goods in the first 11 months of 2025 are estimated at VND4,859.0 trillion, accounting for 76.2% of the total and increasing by 7.9% over the same period last year. Of which, food and foodstuffs increased by 9.6% over the same period last year; garments increased by 8.5%; household appliances, tools and equipment increased by 7.8%; cultural and educational items increased by 5.1%.

Retail sales of goods in the first 11 months of 2025 compared to the same period last year in some localities are as follows: An Giang increased by 9.9%; Dong Nai increased by 7.9%; Ninh Binh increased by 7.7%; Nghe An increased by 7.4%; Thanh Hoa increased by 7.1%.

Revenue from accommodation and catering services in the first 11 months of 2025 is estimated at VND 767.8 trillion, accounting for 12.0% of the total and increasing by 14.6% over the same period last year. Revenue in the first 11 months of 2025 compared to the same period last year of some localities is as follows: Ho Chi Minh City increased by 17.3%; Da Nang increased by 15.8%; Hanoi increased by 13.4%; Can Tho increased by 12.2%; Hai Phong increased by 11.6%.
Tourism revenue in the first 11 months of 2025 is estimated at VND85.4 trillion, accounting for 1.4% of the total and increasing by 19.9% ​​over the same period last year because from the beginning of the year, localities have effectively implemented many tourism stimulus programs and diversified tourism products to suit consumer needs.

Compared to the same period last year of some localities, revenue in the first 11 months of 2025 of Hanoi increased by 23.4%; Ho Chi Minh City increased by 22.3%; Quang Ninh increased by 18.2%; Vinh Long increased by 14.1%; Da Nang increased by 13.2%.

Other service revenue in the first 11 months of 2025 is estimated at VND665.5 trillion, accounting for 10.4% of the total and increasing by 11.2% over the same period last year. In some localities, revenue in the first 11 months of 2025 compared to the same period last year increased quite well, such as: Hai Phong increased by 16.2%; Vinh Long increased by 14.6%; Quang Ninh increased by 11.9%; Ca Mau increased by 11.5%; Ha Tinh increased by 10.9%; Ho Chi Minh City increased by 10.7%; Hanoi increased by 8.2%.

The results for the first 11 months of 2025 show that domestic consumer demand continues to be the mainstay of economic growth. With the peak season for shopping, tourism and year-end festivals approaching, it is expected that total retail sales of goods and consumer service revenue in December 2025 will continue to increase strongly, contributing to maintaining the recovery momentum and promoting GDP growth for the whole year of 2025.

The Ministry of Industry and Trade as well as Hanoi City are implementing the National Concentrated Promotion Program (Vietnam Grand Sale 2025) to boost trade promotion and develop the domestic market. The program is expected to boost domestic market growth in the last month of the year.
