Mr. Tran Van Xuan (Village 5, Bao Lam 1 Commune) made a request regarding the use of forestry land in Sub-area 614, Loc Ngai Commune (Bao Lam District). The case was resolved by Bao Lam District Forest Protection Department and Dam Bri Protective Forest Management Board since 2015; Bao Lam District People's Committee responded in 2021; Provincial People's Committee issued Document 5087/UBND-TD dated July 20, 2021, affirming that the request was unfounded.
Bao Lam District People's Committee continued to explain in many documents in 2024; Provincial Inspectorate inspected in 2025 and Provincial People's Committee responded in Documents 3682/UBND-BTCD dated September 18, 2025 and 1764/VP-BTCD dated September 29, 2025.
However, Mr. Xuan continued to send a petition for consideration. The Standing Committee of the Provincial People's Council said that according to the Law on Complaints, if citizens do not agree with the settlement documents, they have the right to complain or file a lawsuit in court. The meeting proposed to receive the petition and forward it to the Chairman of the Provincial People's Committee for consideration according to his authority.

Mr. Vu Van Toan (Hoa Ninh commune) disagrees with Document 139/UBND-TD dated August 14, 2025 of the Provincial People's Committee regarding the revocation and cancellation of the Land Use Right Certificate issued to his mother and younger brother by inheritance.
The Standing Committee of the Provincial People's Council said that according to the Law on Complaints, citizens have the right to continue to complain or file a lawsuit at the Court if they do not agree with the issued decision. The meeting agreed to accept the petition and forward it to the Chairman of the Provincial People's Committee for consideration according to his authority.
Mr. Le Dinh Hung and Ms. Truong Thi Vy Ha (Ea T'Ling, Cu Jut) reported violations in planning management in Cu Jut district (formerly Dak Nong ) and said that their family's land plot No. 94 was affected by illegal construction and encroachment.
The People's Committee of Cu Jut district and the People's Committee of Dak Nong province (old) responded to the incident in many documents during the period of 2019-2020. The People's Committee of Lam Dong province issued Notice 325/TB-VPUBND dated July 29, 2025, assigning departments and branches to report the results. The Provincial Inspectorate has sent a report; however, the reports of the Department of Construction and the People's Committee of Cu Jut commune are still missing.

The Standing Committee of the Provincial People's Council requested relevant units to urgently supplement the report and advise the Provincial People's Committee to respond to citizens according to regulations.
Ms. Nguyen Thi Doan Huong (Cam Ly Ward - Da Lat) requested to resolve the application for granting a land use right certificate. The case was resolved by the People's Committee of Da Lat City in Decision 3266/QD-UBND in 2007 and the Provincial People's Committee in Decision 1125/QD-UBND in 2008. Ms. Huong filed a lawsuit and the Courts at all levels heard and rejected the request.
The Standing Committee of the Provincial People's Council issued Document 878/HĐND-DNTT dated October 22, 2025 to respond and provide guidance. At the meeting, the Provincial People's Council affirmed that the case had been resolved in accordance with regulations and requested citizens to comply.

Mr. Nguyen Quoc Hung (Phan Thiet Ward) reported the delay in processing the application for granting land use right certificates. The Standing Committee of the Provincial People's Council forwarded the application to the People's Committee of Phan Thiet Ward in Document 702/HĐND-DNTT dated September 18, 2025, and urged in Document 855/HĐND-DNTT dated October 20, 2025.
Phan Thiet Ward People's Committee responded in Document 2129/UBND-KTHTDT dated November 5, 2025, stating that the application was not qualified; at the same time, reported the land dispute situation between Mr. Hung and Mr. Bao Quoc.
At the meeting, the Standing Committee of the Provincial People's Council requested the Ward People's Committee to promptly mediate disputes according to regulations, receive and handle complaints according to its authority.

Concluding the meeting, the Standing Committee of the Provincial People's Council requested relevant agencies and units to carefully review the records of each case, report fully and on time as directed by the Provincial People's Committee; proactively coordinate and thoroughly handle prolonged cases; at the same time, respond to citizens clearly, within their authority and in accordance with legal regulations.
The Standing Committee of the Provincial People's Council will continue to monitor the petition handling process to ensure the legitimate rights and interests of citizens.
