The Military Technical Safety Inspection Center is part of the system of State technical safety inspection centers, performing the function and task of inspecting machinery, equipment, materials, and substances with strict requirements on labor safety in the Ministry of National Defense according to the prescribed list. The Center is currently the only unit in the entire army with the function and task certified by the State and the Ministry of National Defense as qualified to carry out technical safety inspection activities and provide labor safety and hygiene training for agencies and units in the Ministry of National Defense.  

Senior Lieutenant General Le Huy Vinh chaired the working session with the General Department of Logistics and Engineering.

Assessment of the current capacity of the Military Technical Safety Inspection Center and the Center for Standards - Measurement - Quality shows that: The list of machines, equipment, and materials with high risks of causing unsafety, incidents, and occupational accidents that must be inspected in the entire army is very diverse in types and large in quantity. However, the current capacity of the Military Technical Safety Inspection Center still has many limitations and shortcomings, and solutions are needed to improve the Center's ability to perform its tasks.

As for the Center for Standards - Metrology - Quality, established in 2024, it does not have the necessary works, technical infrastructure, and facilities; it lacks equipment, technology, and tools to serve its tasks and regular activities. Therefore, the development and implementation of the Project to Enhance the Capacity of the Military Technical Safety Inspection Center and the construction of the Center for Standards - Metrology - Quality are necessary and urgent requirements of immediate and long-term significance, in line with the requirements of technical work tasks in the new situation.

Therefore, in the past time, the General Department of Logistics and Engineering has issued a plan to develop the Project; established a Steering Committee, a Project Drafting Team; determined the content and implementation time; directed the General Staff to coordinate with relevant agencies and units to develop the layout, detailed content, and propose solutions to implement the Project. The draft Project has been sent to request direction from the Chiefs of the General Staff, the Chief of the General Department of Politics of the Vietnam People's Army, and to request comments from relevant agencies and units. The comments have been received, the Project has been completed, and the report has been submitted to the Central Military Commission Standing Committee.

At the meeting, delegates discussed, proposed and supplemented the contents of the Project to continue to complete and report to competent authorities for approval.

Concluding the meeting, Senior Lieutenant General Le Huy Vinh requested the General Department of Logistics and Engineering to absorb opinions and complete the project, including carefully studying investment costs, equipment list, project implementation time, human resource plans... to ensure effectiveness, long-term use, and meet mission requirements in the new situation.
