The program highlighted the congress theme as "Promoting the heroic tradition and noble qualities of Uncle Ho's soldiers, the entire army competes to build a revolutionary, disciplined, elite, modern army, firmly protecting the socialist Fatherland of Vietnam, and together with the country, moving steadily into the era of strong, prosperous, civilized, and happy development".

The organizing committee approved the art program to welcome the congress, the central report, the reports at the congress, and awarded typical advanced collectives and individuals.

The 11th Military Emulation Congress is an important political event, an occasion to summarize emulation and reward work and the Emulation Movement for Victory in the 2020-2025 period in the Army; and to determine directions and tasks for the 2025-2030 period.

The Congress is also an opportunity to commend and honor collectives and individuals with outstanding achievements in the Emulation Movement for Victory of the entire army in the period 2020-2025.
