On March 22, in Hanoi, General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense chaired the Central Military Commission Standing Committee Conference to review and comment on the draft Project on organizing a "lean, compact, and strong" local military force to meet mission requirements in the new situation (Project).

Attending the conference were members of the Central Military Commission: Senior Lieutenant General Trinh Van Quyet, Secretary of the Party Central Committee, Director of the General Department of Politics of the Vietnam People's Army; Senior General Nguyen Tan Cuong, member of the Party Central Committee, Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense.

Also attending were members of the Party Central Committee, members of the Central Military Commission, and Deputy Ministers of National Defense: Senior Lieutenant General Vo Minh Luong and Senior Lieutenant General Hoang Xuan Chien.

At the conference, delegates discussed and gave opinions on the draft Project; focusing on proposing plans to arrange the organization, staffing, and determine specific functions and tasks for each level of the local military bloc and the organization and staffing of the provincial Border Guard force.

In addition, delegates also focused on clearly analyzing the advantages and difficulties of each option; expressing their views on the issues of organization, staffing, functions, and tasks for the new local military organization model and issues of guidelines, policies, and laws directly related to the construction and implementation of tasks of the local military system...

Implementing the resolutions and conclusions of the Central Committee, the Politburo, and the Secretariat on continuing to arrange and streamline the apparatus of the political system, reorganize administrative units at all levels, and build a two-level local government organization model, the Central Military Commission Standing Committee and the Ministry of National Defense have directed functional agencies to focus on researching and developing a project on a "lean, compact, and strong" local military organization to meet the requirements of tasks in the new situation.

On March 20, the Central Military Commission Standing Committee and the Ministry of National Defense held a conference to collect opinions from former leaders of the Ministry of National Defense, the General Staff of the Vietnam People's Army, and the General Department of Politics of the Vietnam People's Army on organizing local military units when there are no district-level administrative units.

Based on the comments of the members of the Central Military Commission Standing Committee and the comments at this conference, the General Staff of the Vietnam People's Army has absorbed, supplemented and completed the draft Project.

Praising the General Staff of the Vietnam People's Army and relevant agencies for promoting a high sense of responsibility, seriously implementing the instructions of all levels, proactively coordinating, and developing a draft Project to ensure progress and quality, General Phan Van Giang requested the agency in charge of developing the Project to adjust the structure in the direction of focusing on key issues, ensuring tightness, succinctness, conciseness, ease of monitoring, and avoiding duplication and spread.

General Phan Van Giang noted a number of contents that need to be further improved to emphasize, affirm, and clarify the specific characteristics of each local military level and provincial Border Guard force.

The General Staff and relevant agencies continue to review the functions and tasks of the district military command to study, arrange, and transfer to the new force to ensure suitability, practicality, and maximum effectiveness after abolishing the district-level military command model.

To ensure the progress and quality of the Project, Minister Phan Van Giang requested the General Staff to add more members from a number of sectors and fields to participate in the development and contribute ideas to maximize collective intelligence. In particular, it is necessary to continue to absorb, absorb, and add opinions from delegates at the conference to the draft Project, then complete and send the Project to request opinions from delegates according to regulations. During the process of sending for opinions, it is necessary to specifically suggest a number of key issues to ensure that the opinions are focused and of high quality.

In parallel with completing and submitting the Project for approval, the General Staff proactively coordinated with relevant agencies and units to prepare content and draft a Resolution of the Central Military Commission to lead the implementation of the Project.

In addition, the General Staff needs to direct research agencies to adjust and supplement related contents, especially on the art of people's war, defense zone operations, and training document systems suitable for the new organization and staffing; research, propose, amend, and supplement the system of legal documents related to the military and defense fields to ensure the operation of the new local military model is smooth, unified, effective, and efficient.
