Storm No. 3 has caused severe damage to the forestry sector, with more than 170,000 hectares of forest destroyed in 13 provinces and cities in the North. In response to this situation, the Ministry of Agriculture and Rural Development held an online conference on September 24 to discuss solutions to overcome the consequences, ensure the supply of raw wood materials and support businesses to restore production.
Risk of shortage of wood materials
According to the Forestry Department, as of September 23, the damaged forest area in 13 provinces and cities had reached nearly 170,000 hectares. Of which, Quang Ninh was the most severely affected locality with more than 110,000 hectares of forest destroyed, followed by Bac Giang (26,000 hectares), Lang Son (20,000 hectares) and Hai Phong (10,000 hectares).
Not only plantation forests were affected, wood enterprises also suffered great losses. The total damage of enterprises that are members of the Vietnam Timber and Forest Products Association, including enterprises producing plywood, wood chips and pellets, is estimated at more than 510 billion VND.
Mr. Trieu Van Luc, Deputy Director of the Forestry Department, said that storm No. 3 damaged about 12 million cubic meters of raw wood. This damage puts the raw wood supply chain at risk of serious decline in the coming years, when the planted forest area is destroyed, it will take 5-7 years to be able to exploit again.
Forest saving solution
In the face of the massive damage, the Ministry of Agriculture and Rural Development has asked localities to urgently develop plans to consume raw wood from fallen trees and restore damaged forest areas. Reforestation will be prioritized as soon as the weather is favorable.
At the same time, the Ministry of Agriculture and Rural Development directed relevant agencies and affected localities to take urgent support measures for businesses and people. The Ministry of Agriculture and Rural Development has proposed that the Government develop and implement an insurance policy for production forests to minimize natural disaster risks for forest growers. This is considered a long-term measure to help reduce the financial burden on households and businesses when facing natural disasters such as storms and floods.
The Ministry also suggested that localities promote cooperation models between enterprises and forest growers to increase the value of the forest product production and supply chain. This will help create a stable output for raw wood, supporting forest growers to overcome difficulties after natural disasters.
To restore forests and forestry production, the Ministry of Agriculture and Rural Development has proposed that the Government provide preferential credit packages to support businesses in accessing low-interest capital to recover quickly after the storm. At the same time, people will enjoy debt suspension and extension policies to continue production.
