Reporting at the meeting, Mr. Trinh Hoang Tuan Anh - Deputy Director of the Department of Finance said that in the period of 2021 - 2025, the socio-economic situation of Binh Duong province basically achieved many positive results, the socio-economic infrastructure, the industrial - service - urban ecosystem were gradually completed; science and technology development, innovation, administrative reform were focused on, creating development momentum. The province focused on mobilizing many resources, proactively integrating internationally, maintaining political security, social order and safety.
Gross regional domestic product (GRDP) increases by an average of 7.0% per year; the economic structure of industry - services - agriculture - product tax minus product subsidies reaches the corresponding rate of 65.2% - 24.9% - 2.7% - 7.2%; GRDP per capita is estimated at 198 million VND in 2025. The industrial production index (IIP) increases by an average of 7.1% per year, budget revenue increases by an average of 4.7% per year, total social investment capital accounts for 34.9% of GRDP by the end of 2025. The scale of the economy reaches 574,899 billion VND, 1.4 times higher than in 2021. The proportion of industry - services is stable, accounting for over 90% of the total economic scale. The average growth rate of social development investment capital reached 11.2%/year, accounting for 34.9% of GRDP.
Binh Duong province strives to become a centrally-governed city by 2030; one of the dynamic and comprehensive development centers of Southeast Asia, leading in science, technology and innovation, a modern industrial and service center; the socio-economic infrastructure system and urban system develop synchronously, modernly, intelligently and sustainably according to the green growth model, adapting to climate change, and protecting the ecological environment.

However, key economic sectors lack innovation, high technology investment costs exceed the capacity of small and medium enterprises. The quality of human resources has not created a breakthrough, labor productivity is low. Regional connectivity infrastructure is not synchronized, traffic congestion at the gateway to Ho Chi Minh City and Dong Nai still occurs.
In addition, mobilizing resources from domestic enterprises to invest in infrastructure development still faces many difficulties due to the lack of appropriate incentive mechanisms and policies. Domestic enterprises do not have favorable conditions to participate in key infrastructure projects (urban railways, national railways, etc.) while foreign enterprises have more advantages.
Therefore, the province is recommending the Government to study and perfect institutions to promote the role of domestic enterprises in infrastructure development investment, including: Incentives on credit, tax and access to land funds; creating a fair competitive environment in accessing large infrastructure projects, especially in the form of public-private partnership (PPP).

Mr. Tran Hoang Ngan - Deputy Head of the National Assembly Delegation of Ho Chi Minh City highly appreciated the achievements of Binh Duong province in the past 5 years, especially in the connection, online public services and social housing projects. The city will base on Resolution No. 98/2023/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City, propose a mechanism for the Regional Infrastructure Development Fund . In addition, he also suggested that Binh Duong pay attention to tourism linkages to attract more tourists .

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Bui Minh Tri pledged to implement the agreements between Binh Duong province and Ho Chi Minh City, welcoming the city's proposal of a mechanism to remove bottlenecks in infrastructure connection and traffic congestion between the two localities. At the same time, the province will continue to review and coordinate the implementation of gateway projects and road traffic connection routes between Binh Duong province and Ho Chi Minh City.
