On September 18, the Dong Nai Provincial Party Committee Office has just issued a document conveying the opinion of the Standing Committee of the Dong Nai Provincial Party Committee to transfer the content of the article on Tuoi Tre Online ( Construction of Bien Hoa - Vung Tau Expressway Project: Rain pouring down, hundreds of households miserable ) to the Dong Nai Provincial Party Committee.
According to the document, dated September 13, 2025, Tuoi Tre Online reported that the construction of the Bien Hoa - Vung Tau expressway blocked the flow of water and blocked the drainage area, causing hundreds of households living near the Bien Hoa - Vung Tau expressway project to suffer from mud and flooding.
By order of the Standing Committee of the Provincial Party Committee, the Provincial Party Committee Office transferred the content of the above article to the Provincial Party Committee and People's Committee to direct the Provincial People's Committee to direct relevant agencies, units and localities to urgently take solutions to overcome flooded areas, clear water flows, prevent landslides, ensure environmental sanitation conditions, and not affect people's lives, property and health.
At the same time, report the above contents to the Standing Committee of the Provincial Party Committee before September 19, 2025.
Previously, Tuoi Tre Online reported that the Bien Hoa - Vung Tau expressway construction area in Phuoc Tan ward (part of project component 1, 16km long) and Phuoc Thai commune (part of project component 2) caused flooding in people's houses.
There are areas that lack drainage, so when it rains, it causes flooding, mud, and slippery roads along residential roads.
Many residents in Mieu Quarter, Phuoc Tan Ward said they continue to face increasingly severe flooding every time water from the upstream of the Buong River flows in. Residents said there was flooding before, but in recent days it has become more severe.
The cause was that the construction unit poured roads across the drainage areas to transport materials, so the water had no place to drain, flooding people's houses, causing deeper and more severe flooding.
Local people also said they had petitioned Dong Nai departments about the design of the Bien Hoa - Vung Tau expressway not being suitable for local hydrology.
Proposal for flood prevention project on Bien Hoa - Vung Tau expressway section
Dong Nai Provincial People's Committee has just issued a document assigning the Department of Finance to preside over and work with departments and branches to consider the proposal to spend nearly 4,400 billion VND on a project to renovate and prevent flooding in the Buong River area.
This is an investment project to renovate, dredge and expand the Buong River, surveyed, researched and proposed by the Dong Nai Province Construction Investment Project Management Board with a total estimated investment of about 4,374 billion VND.
According to the Dong Nai Provincial Project Management Board, research shows that the project area is located in the downstream of the Buong River basin with a relatively complex and unpredictable flood regime.
The flood map also shows the impact of traffic works on Highway 51 and Bien Hoa - Vung Tau Expressway blocking floodwaters, increasing the risk of flooding for residential areas located between these two routes, and Mieu Quarter (above the expressway), where flooding did not occur before...
