Accordingly, World Environment Day on June 5, 2025, launched by the United Nations Environment Programme (UNEP), with the theme "Beat Plastic Pollution", aims to call on countries around the world to take action to address plastic waste - one of the most urgent environmental challenges today. This is the second time in 3 years (2023-2025) that this theme has been chosen, clearly demonstrating the global priority in controlling plastic pollution. At the same time, it reaffirms the commitment to effectively use resources, protect biodiversity, enhance adaptability, promote innovation and strengthen regional - global cooperation, towards a circular economy and sustainable development.

The Provincial People's Committee requests that provincial departments, branches, sectors, the Vietnam Fatherland Front Committee and socio- political organizations of the province, the Provincial Military Command, the Provincial Border Guard Command, the Provincial Police, People's Committees of districts, cities and related units, based on the actual situation, organize appropriate propaganda activities (creatively, innovatively implementing methods, communication forms, applying information technology) on World Environment Day June 5 and the Month of Action for the Environment in 2025 to create a spread and strongly influence public awareness.

Comprehensive innovation of propaganda work

The Provincial People's Committee requires comprehensive innovation in both content and methods of propaganda in a modern direction, applying technology, ensuring consistency and close connection with the implementation of strategic resolutions of the Party, National Assembly , Government; implementing the Law on Environmental Protection 2020, guiding documents and local documents. Using policy communication as a lever to promote law enforcement, change behavior and create clear changes in controlling environmental pollution, especially pollution caused by plastic waste.

Diversify forms of communication, harmoniously combining traditional and modern methods (infographics, short videos, social networks, digital platforms, etc.). Build a set of key communication products, creatively designed, suitable for each target group (people, businesses, youth, students, local officials, grassroots, etc.) to ensure visuality, ease of understanding, and ease of application. Promote the key role of the press, radio - television, and digital platforms. Increase the duration and frequency of propaganda about the harmful effects of plastic waste, green consumption, circular economic models, shaping green lifestyles - responsible consumption behavior. Encourage the proactive participation of expert networks, businesses, socio-political organizations, and communities. Integrate communication with practical actions, create spillover, and attract the participation of people and society.

Protection of aquatic resources

Depending on the conditions, it is possible to organize seminars, forums, training courses, and workshops suitable to the reality of the agency or unit. Focus on policy communication skills, behavior change communication, action-oriented communication, combined with commendation and replication of effective models and initiatives. Propose rewards and honors for groups and individuals with outstanding initiatives and positive contributions to environmental protection, plastic waste treatment, green consumption, technological innovation, etc. to create motivation and spread positive values ​​in society.

Strengthen international cooperation to mobilize technical, financial and technological resources, support the implementation of inter-regional and inter-national initiatives, improve modern environmental communication capacity, etc. The overarching goal is to raise awareness - change behavior - promote action towards a green lifestyle, sustainable consumption, contribute to controlling plastic pollution, protecting the environment, implementing climate commitments and national sustainable development goals.

Policy improvement

The Department of Agriculture and Environment (DARD) continues to review and coordinate with relevant agencies and units to advise the Provincial People's Committee to synchronously implement regulations, mechanisms and preferential policies to promote enterprises to produce environmentally friendly products, replacing single-use plastic products and hard-to-decompose plastic bags. Support effective waste classification - collection - recycling; especially plastic waste, towards a circular economic model. Focus on building a financial - market - extended producer responsibility (EPR) mechanism. Advise the Provincial People's Committee to synchronously develop a technical infrastructure system and waste collection, classification and recycling services suitable to the characteristics of each locality, ensuring a closed-loop treatment chain connection, contributing to the formation of a sustainable waste recycling market. Encourage enterprises to invest in research, transfer and application of modern, highly efficient recycling technology, saving resources, minimizing environmental risks and creating added value from waste. Prioritize the application of high technology in agricultural and livestock production to minimize plastic waste, especially from fertilizer packaging, pesticides, barn mats and other agricultural supplies.

Promote waste sorting at source, connect with recycling system. Strengthen technical support and specify mechanisms, policies, and guide local authorities in implementation; in which, pay attention to supporting the construction of environmental protection works for the benefit of the community; especially in building new rural areas, green cities, and models of adaptation to climate change.

Organize the Peak Month of Action for the Environment in 2025 in conjunction with the national campaign "Join hands to reduce plastic waste - Spread green lifestyle". Deploy the Peak Month of Action for the Environment in 2025 from the end of May to the end of June 2025, focusing on the National Campaign "Join hands to reduce plastic waste - Spread green lifestyle", to mobilize the whole society to participate in practical, diverse and widespread activities.

Depending on the actual conditions and situation, organize launching ceremonies, rallies, community forums, youth forums on environmental protection, integrate exhibitions of recycled products, circular economic models, green technology solutions, etc. Simultaneously carry out environmental sanitation, collect and classify plastic waste at the source in urban, rural areas, residential areas, schools, agencies, coastal areas, alluvial areas, rivers and lakes. Organize "No single-use plastic" Day, aiming to change consumer behavior; encourage the application of the "No plastic" model in supermarkets, traditional markets, restaurants, offices, schools. Increase the use of environmentally friendly products and packaging, support and honor pioneering enterprises and organizations in converting to green packaging and green services. Encourage farmers, cooperatives and agricultural enterprises to apply biological products, green technology, limit plastic packaging and hard-to-decompose nylon, contributing to the development of ecological and circular agriculture. Launch community models for collecting - recycling - reusing single-use plastics, linked to retail systems, tourism, schools, agencies and localities; select typical models to summarize, commend and replicate. Deploy visual communication activities, simultaneously hang billboards, banners, posters on main roads, public places, agencies, schools, commercial centers, residential areas..., with messages responding to World Environment Day 2025. Encourage the use of recycled, environmentally friendly materials in the design of communication products.

All activities must ensure systematicity - creativity - efficiency - in line with current legal regulations and the goal of sustainable behavior change. From there, enhance the responsibility of the community, businesses, authorities at all levels and individuals in reducing plastic pollution, promoting a circular economy, and creating a green lifestyle.
