Organizing activities to honor and pay tribute to the heroic martyrs, Dien Bien Phu soldiers, volunteer youth, and civilian laborers on the front lines demonstrates both gratitude and the principle of "drinking water, remembering the source," educating the current and future generations about revolutionary traditions. Accordingly, the subjects of honor and tribute include Dien Bien Phu soldiers, volunteer youth, and civilian laborers who directly participated in the Dien Bien Phu campaign and reside in the province, as well as the families of martyrs and deceased Dien Bien Phu soldiers whose remains are being worshipped in the locality.
The program to meet with Dien Bien Phu soldiers, youth volunteers, and civilian workers on the front lines, organized by the Central Committee of the Vietnam Fatherland Front, is on a national scale. It is expected to attract 400 delegates, including Dien Bien Phu soldiers, youth volunteers, civilian workers on the front lines, wounded and sick soldiers, and exemplary family members of martyrs who directly participated in the Dien Bien Phu campaign from the provinces of Dien Bien, Lai Chau, Son La, Hanoi, Thanh Hoa, Nghe An, Ha Tinh, Thai Binh , Ninh Binh, and Ho Chi Minh City; as well as invited guests and provincial delegates. The event will be held on April 17, 2024, at the Dien Bien Phu Provincial Conference and Cultural Center.

The funding for these activities comes from contributions and support mobilized by the State Bank of Vietnam from credit institutions and from the province's Gratitude and Remembrance Fund.
The discussions focused on reviewing the list of recipients to avoid duplication or omissions; the reception arrangements, the amount of gifts, and the organization of visits to those being honored and appreciated in various localities. This is a meaningful and practical activity, so its organization needs to be thorough and solemn. Increased information and communication about these activities are necessary to educate the current and future generations about revolutionary traditions, fostering gratitude for the contributions of previous generations that led to the victory at Dien Bien Phu.

Concluding the conference, Chairman of the Vietnam Fatherland Front Committee of the province, Lo Van Mung, agreed to separate the activities of honoring and paying tribute to the heroic martyrs and coordinating the meeting with Dien Bien Phu soldiers into two separate plans. The plan for honoring the martyrs will be issued by the Standing Committee of the Vietnam Fatherland Front Committee of the province, and the plan for coordinating the meeting will be issued by the Standing Committee of the Provincial Party Committee. He emphasized that paying tribute to the heroic martyrs is a very meaningful undertaking and therefore time should be allocated for provincial leaders to visit and present gifts. The opinions of the delegates will be incorporated to finalize the plan for submission to the Standing Committee of the Provincial Party Committee for issuance.
