This morning (December 31st), Prime Minister Pham Minh Chinh chaired the 6th Dialogue Conference with Vietnamese Farmers in 2024. The conference was directed by the Central Committee of the Vietnam Farmers' Association and organized by the Nong Thon Ngay Nay/Dan Viet newspaper.
The Prime Minister's Dialogue with Farmers Conference is an annual event chaired by the Central Committee of the Vietnam Farmers' Association and directly organized by the Nong Thon Ngay Nay/Dan Viet Newspaper. The first conference was held on April 9, 2018, in Hai Duong province. The theme was: "Removing obstacles, unleashing momentum, continuing the 30-year reform process." Attending and directing the 6th Prime Minister's Dialogue with Farmers Conference in 2024 were Comrade Pham Minh Chinh – Prime Minister; Comrade Mai Van Chinh – Head of the Central Committee's Mass Mobilization Department; Comrade Luong Quoc Doan – Chairman of the Central Executive Committee of the Vietnam Farmers' Association; and many other leaders from various ministries, departments, and agencies…
At the Conference, the Organizing Committee also conducted online participation at 63 locations in provinces and cities, with the participation of leaders of the People's Committees of provinces and cities; representatives of the Standing Committee of the Farmers' Association of provinces and cities; leaders of local departments and agencies; representatives of farming households, etc.
The conference took place in the context of the entire country entering the final year of the 13th National Party Congress term, with the highest determination of the entire political system to fulfill the goals set by the Congress to usher our country into a new era – an era of national progress, as General Secretary To Lam clearly pointed out, and the agricultural sector, rural areas, and farmers play an important and indispensable role in this era of national progress for Vietnam.

At the conference, many specific issues concerning each sector, field, and locality were basically discussed, agreed upon, and resolved in an open and frank manner. However, there are many major issues that require unified decisions and policies from the Government and the Prime Minister.
More than 2,000 questions, opinions, and suggestions have been submitted to the Government and the Prime Minister. According to Comrade Luong Quoc Doan – Member of the Central Committee of the Party, Chairman of the Central Executive Committee of the Vietnam Farmers' Association, the 2024 Prime Minister's Dialogue with Farmers Conference featured many new aspects.

Speaking at the conference, Prime Minister Pham Minh Chinh emphasized: This year's conference takes place in the context of the agricultural sector achieving very encouraging and proud successes, with exports reaching a record high of 62.5 billion USD, while last year I only set a target of 55 billion USD for the agricultural sector. This result is largely due to the contributions of farmers nationwide, affirming the role and position of farmers in the overall economic development of the country.
In his opening remarks at the conference, Chairman of the Central Committee of the Vietnam Farmers' Association, Luong Quoc Doan, stated that the Prime Minister's Dialogue with Farmers Conference is an annual event. This forum allows the Prime Minister, leaders of ministries, central and local agencies to directly listen to the opinions and suggestions of farmers, cooperatives, and businesses involved in agricultural production and trade regarding existing problems, difficulties, obstacles, and inadequacies in the implementation of agricultural, farmer, and rural policies.
Many farmers asked questions at the conference. Earlier, the Prime Minister said: “ I suggest that at today’s conference, you all share your feelings and impressions about the agricultural achievements of 2024, your concerns and anxieties about improving your lives; and your suggestions for the Party, the State, and the Party committees and authorities at all levels to better achieve the goals of building agriculture and rural areas? We are here to share valuable experiences and lessons; in addition, if you have any further comments or concerns about other issues, please feel free to speak up so that we can work together to build ecological agriculture, modern rural areas, and civilized farmers…”
During the conference, farmer Nguyen Thi Bay – Director of Luong Phu Agricultural Service Cooperative in Phong Phu commune (Tan Lac district, Hoa Binh province) – asked: “ The current need for training and vocational retraining for rural laborers is very large. The target group includes not only farmers, but also middle-aged laborers whose agricultural land has been confiscated but who do not meet the qualifications for factory jobs and need training to change professions, or workers who no longer meet the requirements for working in the industrial sector and return to rural areas… I understand that the State is implementing a policy on reforming vocational training for rural laborers. Could you please tell me what changes this policy will undergo in the future?”
Meanwhile, farmer Le Manh Cuong, an outstanding Vietnamese farmer of 2024 in Zone 6, Dong Trung commune (Thanh Thuy district, Phu Tho province) , asked: “Developing agricultural tourism is a trend that brings sustainable economic value to farmers, especially those in difficult rural and mountainous areas, as well as rural youth. However, in the reality of economic development and agricultural tourism development, we have a few concerns…”.
At the various locations, provincial and city leaders, departments, and farmers' associations were also connected to monitor the proceedings and ask questions.
At the Da Nang end of the bridge, Ms. Vo Thi Hanh Dung, Director of the 43Foods Green Food Cooperative in Hoa Khanh Bac ward (Lien Chieu district, Da Nang city) , asked: “In recent years, the State has implemented many policies on aquaculture development and marine economy, helping millions of fishermen have stable jobs. However, in recent years, aquatic resources in many fishing grounds have been declining. Our country's fisheries sector is also being affected by the EC's issuance of the IUU yellow card. I would like to ask, what solutions will the Government implement in the future to protect aquatic resources in fishing grounds and address the IUU yellow card?”
Before answering farmers' questions, the Prime Minister expressed his delight that, despite it being the last day of the year, the conference was attended by all delegates, both in person and at remote locations, totaling over 4,500 delegates, including nearly 2,000 farmers and cooperative members. The head of government answered many questions from farmers during the morning of December 31st.

Responding to questions from farmers, Minister of Agriculture and Rural Development Le Minh Hoan shared: "In implementing the project to cultivate 1 million hectares of high-quality rice, An Giang province has been very active. An Giang has reported a 20-30% reduction in costs, which leads to increased profits – a very good result. Regarding carbon credits, the Prime Minister has directed the development of a policy mechanism for this carbon market. This is very new both globally and in Vietnam. Ministries are currently working together to propose it to the Government for issuance. We are not talking about how much we can sell these credits for, but rather the benefits this project brings; it is greater and more useful for our agricultural production…," the Minister said.
In his concluding remarks at the conference, Prime Minister Pham Minh Chinh emphasized: “After a lively discussion, I, along with the leaders of the Ministries and agencies, have frankly exchanged and shared with farmers and cooperatives major issues related to agriculture, farmers, and rural areas – fields that the Party and State always pay attention to…”.
“At today’s conference, I have many emotions, most importantly, I want to express the unanimous agreement and the profound and heartfelt affection for agriculture, farmers, and villages. Looking back at a year of many events in 2024, with the efforts of the entire political system, the people, businesses, and the support of international friends, basically 15 out of 15 targets assigned by the Party and State have been completed, and some targets have even been exceeded,” the Prime Minister shared. The head of the Government also emphasized nine important issues that relevant stakeholders need to continue to pay attention to in the coming time to promote ecological agriculture, modern rural areas, and civilized farmers.
