The Standing Committee of the Provincial Party Committee is monitoring the socio-economic development situation of 13 communes in the northeastern region of the province.

Communes need to proactively update the new orientations and ideas of the Provincial Planning to complete their commune planning, identifying this as a top priority task, serving as the basis for sustainable development planning based on the advantages and potential of each locality - This was the directive of the Standing Committee of the Provincial Party Committee at a working session with 13 communes in the former Dong Hy and Vo Nhai districts, aimed at directly grasping the situation and comprehensively directing socio-economic development goals, which took place on December 13th in Vo Nhai commune.

Implementing a two-tiered local government model, the former Vo Nhai district, comprising 15 communes and towns, was reorganized into 7 communes: Vo Nhai, Dan Tien, Trang Xa, La Hien, Than Sa, Nghinh Tuong, and Sang Moc; the former Dong Hy district, comprising 14 communes and towns, was reorganized into 6 communes: Dong Hy, Quang Son, Trai Cau, Nam Hoa, Van Han, and Van Lang.
Commune leaders report at the Conference
Following the merger, the Party committees and local governments of the communes have proactively and decisively led and directed the implementation of political , economic, and social tasks. The government apparatus quickly stabilized. Basic economic and social development tasks were completed, meeting and exceeding the set targets. Political and ideological education saw many innovations; inspection, supervision, and Party discipline enforcement were strengthened; and the activities of the Fatherland Front and other political and social organizations continued to be effective.
The local economies maintained stable development: Total budget revenue of the 13 communes reached over 398.925 billion VND; trade and services gradually experienced sustainable growth, with over 339 enterprises and over 2,954 business households; 484 projects were received and implemented in the area, contributing to infrastructure improvement. The socio-cultural sector showed many highlights; social welfare was given attention, and people's lives gradually improved; the multidimensional poverty rate was 6.623%. Administrative reform and digital transformation were accelerated. The education and health sectors maintained effectiveness, meeting the requirements for human resource development and community health care. National defense and security were maintained, and social order and safety were ensured…
Besides the advantages, localities also highlighted difficulties and shortcomings such as: cramped facilities and offices; lack of equipment and weak information technology infrastructure; shortage of staff and specialized personnel. In addition, transportation infrastructure is deteriorating, with many major roads posing potential safety risks; the severe impact of floods and Typhoon No. 11 caused landslides, damaged infrastructure, and significant property losses. Furthermore, some non-budgetary investment projects face difficulties with procedures and investor capacity, leading to slow implementation progress; some localities lack sufficient staff compared to the allocated number, and lack specialized personnel, especially in the fields of digital transformation, finance, accounting, and land management.
During the working session, leaders of the communes requested the province to pay attention to supplementing staffing; investing in offices, transportation, and schools; improving telecommunications infrastructure; implementing specific policies for officials in remote and disadvantaged areas; resolving obstacles and resolutely handling slow-progressing non-budgetary investment projects. They also requested the acceleration of the implementation of approved climate change adaptation infrastructure projects.
Based on that, leaders of departments and agencies directly discussed and answered questions of concern to the locality.

Speaking at the conference, the Standing Committee members of the Provincial Party Committee shared and highly appreciated the sense of responsibility, the efforts to overcome difficulties, the dedication, and the aspiration for development of the grassroots cadres. They also suggested some major directions related to specific mechanisms and policies for commune leaders to focus on discussing and proposing in the coming period…

In his concluding remarks at the conference, the Provincial Party Secretary emphasized that, despite many difficulties, the overall picture of development space after the merger shows that the communes still have much potential and room for development, especially in the agricultural and forestry sectors. He requested that the heads of the commune-level Party committees and governments have a breakthrough development mindset, based on the unique potential and strengths of their localities, and effectively mobilize and utilize investment resources to serve sustainable development. In particular, he stressed the need to pay special attention to planning, accelerating the updating and completion of the general planning for each commune, integrating it with the major orientations in the provincial general planning. He also called for continued attention to land clearance to create clean land funds, and a systematic approach to attracting investment, with a mindset not only for this term but also for the next.
Regarding the use of capital investment resources for basic construction serving the development of commune-level units, the Provincial Party Secretary clarified that, in addition to the provincial project management boards, based on the actual situation, the province will allocate funds, supplement tasks, and assign communes to proactively implement appropriate projects and works…
The comrade also instructed the Provincial Party Committee and the Provincial People's Committee to direct the provincial departments and agencies to advise on a strategy for developing commercial agriculture in the province, paying attention to localities with great potential. In addition, localities must proactively develop key crops and livestock, thereby establishing synchronized mechanisms and policies…
* In the afternoon of the same day, Comrade Trinh Xuan Truong, Secretary of the Provincial Party Committee, and the provincial delegation visited and encouraged households affected by natural disasters in Than Sa commune and attended the program to present "Great Solidarity Houses" sponsored by the Party Committee and People's Committee of the commune in coordination with Thang Long Investment, Construction and Mineral Exploitation Joint Stock Company and Construction Newspaper.
