TASS news agency quoted the Kremlin chief as saying that the nearly three-year military campaign was a severe test for both him and Russia and that Moscow now needed long-term, sustainable peace in Ukraine.
“We do not need a ceasefire, but peace with guarantees for the Russian Federation and our people. How to achieve this is a difficult question. But in general, we can consider it,” Putin said.
According to him, at this point, only a relatively long-term ceasefire would give the enemy the opportunity to engage in training and retraining of reinforcements.
Regarding the potential for negotiations with Ukraine, the Russian President said that Russia does not set any preconditions for finding a peace agreement and is ready for negotiations and compromises, but also needs the other side to be ready for that.
However, any negotiations must be based on the agreements reached by Russia and Ukraine in Istanbul in late 2022 and the realities on the ground, he said, noting that in a speech in June he had taken all of Russia's proposals into account.
The proposals include Kiev withdrawing its troops from Donbass and Novorossiya, and abandoning plans to join the North Atlantic Treaty Organization (NATO). Moscow also demands that all Western sanctions be lifted and that Ukraine's non-aligned, non-nuclear status be guaranteed.
In addition, the Kremlin chief emphasized that when an agreement is reached, Moscow will only be ready to sign with the legitimate authorities of Ukraine, someone who "participated in elections and gained legitimacy, including Mr. Volodymyr Zelensky".
Zelensky's term as President of Ukraine ended on May 20, but due to the current situation, the country has not yet held elections, while the Constitution does not stipulate the President's powers after the end of his term in this case. Russia believes that the current government in Ukraine is "illegal" and will not negotiate with this government.
Asked about US President-elect Donald Trump's proposal regarding the possibility of a peace deal, Putin said he would welcome a meeting with the 47th White House boss.
"I am ready to meet him at any time... If there is an opportunity to meet, I am sure we will have a lot to discuss," the Russian president said.
The leader also praised the peace proposals on Ukraine put forward by China, Brazil and South Africa, calling them sincere and balanced efforts to resolve the situation there " without imposing anything on Kiev or Moscow". He also expressed his expectation of peace initiatives from the West.
