The Ho Chi Minh City Department of Construction has just submitted a document to the City People's Committee regarding the decision on the investment policy for the project to build a traffic intersection connecting Ben Luc - Long Thanh Expressway with Rung Sac Road.
This is considered a key infrastructure project to improve traffic connectivity in the southern coastal area of the city.
Build an underpass on Rung Sac road
According to the proposal, the project will build a different level intersection connecting Ben Luc - Long Thanh Expressway and Rung Sac Road. The connecting branches are designed with a speed of 40km/h, under the level for vehicles to run in a roundabout form.
On the highway, the project invests in an additional right branch to complete the planned highway scale with 8 lanes and a design speed of 100km/h.
For Rung Sac Street, the project will build 2 underpasses for 2 directions, prioritizing traffic from Rung Sac Street to Can Gio Bridge and vice versa, each branch is about 610m long, the closed tunnel part is 150m long, the road surface width inside the tunnel is 10m.
The project has a total preliminary investment of over VND2,969 billion. Of which, compensation, support and resettlement costs are over VND1,162 billion; construction and equipment costs are over VND1,204 billion; the rest is project management, consulting and contingency costs. The capital for implementation comes from the city budget and other sources.
Expected progress, compensation, support and resettlement work will be implemented from the 4th quarter of 2025 to the 4th quarter of 2026; construction will start in the 2nd quarter of 2026 and the project will be completed in the 1st quarter of 2028.
Currently, the Department of Construction has coordinated with relevant units and the consulting consortium TEDI - IDECO to complete the proposal report to submit to competent authorities.
Strategic intersection for Can Gio and the southern coastal area of the city
According to the Department of Construction, currently, vehicles from Can Gio area to the city center and vice versa mainly go through Binh Khanh ferry. This causes serious congestion, especially on weekends, holidays or during storms, greatly affecting people's lives and tourism activities, and freight transport.
When completed, the interchange will create a direct connection from Can Gio to Ben Luc - Long Thanh expressway, shortening travel time to the center of Ho Chi Minh City and neighboring areas.
Convenient transportation also helps people access medical, educational , and administrative services faster, and supports rescue work in natural disasters and emergencies.

The coastal communes of Can Gio have great potential for eco-tourism, aquaculture and marine economic development. Infrastructure connectivity will create a driving force to attract investment, form new rural residential clusters, contribute to poverty reduction, and stabilize life in coastal areas...
In addition to its local significance, the project also has an inter-regional significance. After the merger of the boundaries, the need to connect Ho Chi Minh City with the Ba Ria - Vung Tau area via Can Gio became urgent, in order to reduce dependence on the route through Dong Nai.
The intersection combining coastal works or future sea-crossing bridges will open up a new connection axis, serving tourism, logistics, attracting investment and strengthening national defense and security in the southern sea area.
With those benefits, the Department of Construction affirms that investing in the Ben Luc - Long Thanh expressway intersection with Rung Sac road is an urgent and strategic requirement.
The project will contribute to completing the transportation system of Ho Chi Minh City in the new period, promoting comprehensive development of the southern coastal area, creating momentum for the whole city to develop sustainably.
