The Ho Chi Minh City People's Committee has just issued a document directing departments, branches and localities to immediately focus on implementing a number of key tasks to improve the PAR INDEX (administrative reform index) and SIPAS (people's satisfaction index with the service of state administrative agencies) by 2025.
According to the assessment of the Ho Chi Minh City People's Committee, administrative reform work still has some limitations such as slow implementation of administrative orders from higher levels, overdue records, low number of online records and low rate of digitalization of records... affecting the results of the PAR INDEX and SIPAS indexes of the city.

To overcome the above situation, the Chairman of the Ho Chi Minh City People's Committee directed the heads of departments, branches, sectors, and commune-level People's Committee Chairmen to thoroughly handle overdue files that are being processed; regularly monitor, urge, and speed up the processing of files, and limit overdue situations.
Receive online applications no later than 8 working hours as prescribed, synchronize administrative procedure settlement results on the City's Electronic One-Stop System and the National Public Service Portal.
Receive and process online public services according to regulations, increase the rate of online public service records throughout the process, ensuring 70% according to Decision 1187 of the Ministry of Home Affairs on approving the project to determine administrative reform indexes of ministries, branches and localities.
Leaders of agencies and units must also promote the digitalization of records in the entire process and issue electronic results; increase the exploitation and reuse of digital data and the application of population data. At the same time, accelerate the disbursement of public investment capital to ensure 100% completion of the set plan, consider the disbursement of public investment capital as a very important political task and mobilize the entire political system to carry it out; complete the socio-economic targets for 2025 assigned by competent authorities...
Under the direction of the Chairman of the City People's Committee, departments, branches and localities must coordinate with the Department of Science and Technology, the Digital Transformation Center and ministries and branches to connect and share specialized data to serve the settlement of administrative procedures of people and businesses.
Review infrastructure and information technology equipment to ensure smooth and effective implementation of tasks and handling of administrative procedures for people and businesses. Receive and promptly handle 100% of feedback and recommendations from people and businesses on the National Public Service Portal and the City's Call Center 1022.
In addition, coordinate with the Department of Home Affairs to effectively conduct surveys on people's satisfaction and management leaders as required by the Ministry of Home Affairs to serve the assessment and determination of the PAR INDEX and SIPAS index of the city in 2025. Thereby, ensuring correct assessment of the government's efforts in management and implementation of tasks.
The Office of the Ho Chi Minh City People's Committee is responsible for continuing to review and provide 100% of administrative procedures regardless of administrative boundaries; synthesizing the situation of handling administrative procedures regardless of administrative boundaries, and reporting to the City People's Committee periodically or suddenly.
