Currently, the city has more than 20,000 medical and pharmaceutical establishments (over 9,000 medical facilities and nearly 11,000 pharmaceutical facilities), of which more than 99% are private establishments.

Some beauty establishments (licensed by the District People's Committee or the Department of Planning and Investment) are "encroaching" on the healthcare sector (licensed by the Department of Health).

In addition, there is the problem of practitioners exceeding the scope of their expertise as stated in their professional certificate (now a professional license).
