In 2024, overall, the political security, order, and social safety situation in ethnic minority areas of Ho Chi Minh City was ensured and stable. Ethnic minority communities strictly adhered to the Party's guidelines, the State's policies and laws, and showed consensus and trust in the Party's leadership, the State's management, and the City government.
The People's Committee of Ho Chi Minh City organized a gathering of exemplary ethnic minority individuals in the fields of economy, culture, and society; organized delegations to visit and present gifts to revolutionary veterans, Vietnamese Heroic Mothers, intellectuals, retired leaders of the Committee for Chinese Affairs and the City's Ethnic Affairs Committee; families of the Chinese Affairs Committee in Ben Tre, Long An , Tay Ninh, Binh Duong provinces and Ho Chi Minh City; visited and extended New Year greetings to religious establishments among ethnic minority communities; and a delegation of city leaders visited and extended New Year greetings to ethnic minority communities in the city and other provinces.
The City's Ethnic Affairs Committee organized visits and presented 1,476 gifts worth 666.7 million VND (of which 395 million VND came from social contributions). Districts, counties, and Thu Duc City proactively organized visits and presented 31,887 gifts to ethnic minority people under policy programs, poor households, near-poor households, disadvantaged households, elderly people living alone, workers, and students in need… with a total amount of 16.7 billion VND (of which 12 billion VND came from social contributions).
The production, business, and living conditions of ethnic minority people in the city are stable. Party committees and authorities at all levels have paid attention to leading and directing departments, the Fatherland Front, and political and social organizations at all levels to understand the living conditions of ethnic minority people and effectively implement ethnic affairs and policies, paying attention to their material and spiritual well-being, and ensuring the full implementation of all regulations and policies.
Cultural work, preservation activities, and the promotion of traditional cultural values of ethnic minority communities continue to be maintained and developed. Cultural activities, festivals, customs, and practices of ethnic minorities are always given attention and support by Party committees, government leaders, departments, the Vietnam Fatherland Front Committee, and political and social organizations at all levels, contributing to building an increasingly strong national unity; and encouraging ethnic minority communities to abandon outdated customs.
Vocational education, training, and career guidance for ethnic minority youth have been actively implemented by all levels, sectors, and localities. Policies and regulations regarding teachers and students from ethnic minority groups have been fully and promptly implemented.
The religious practices of ethnic minority communities are maintained in a spirit of promoting traditions, demonstrating frugality, civility, and solidarity; they enthusiastically and actively participate in traditional cultural activities during festivals and religious customs such as the Lantern Festival of the Chinese community in District 5, the Ngo boat racing festival in District 3, the Vietnamese Ethnic Groups Culture Day on April 19th, the Chol Chnam Thmay Tet of the Khmer people, the Ramuwan Tet, and Ramadan of the Cham people. Major ethnic minority holidays are facilitated with many activities, in a joyful atmosphere, linked to social charity activities, in accordance with legal regulations, ensuring social order and safety, creating a cheerful and meaningful atmosphere, and demonstrating the concern of the Party, the State, and local authorities for ethnic minority communities.
Policies and regulations concerning ethnic minorities are always given attention and implemented; actively supporting and implementing educational support policies for preschool children, students, postgraduate students, and doctoral candidates from ethnic minorities in Ho Chi Minh City as prescribed.
The conference heard numerous reports and presentations from localities and communities on experiences in implementing ethnic affairs work associated with supporting the improvement of community health, education, providing capital for poverty reduction, and eliminating dilapidated housing in the area effectively; and the work of preserving and promoting the cultural traditions, writing systems, and costumes of ethnic minority groups…
In its 2025 plan, the Ho Chi Minh City People's Committee has set eight major goals, including: Effectively implementing the objectives, tasks, and key indicators of the socio-economic development plan in conjunction with the 2025 theme: "Focus on streamlining the organizational structure to be lean, efficient, effective, and efficient; accelerate digital transformation; and fundamentally resolve outstanding issues and obstacles in the city," in accordance with the functions and tasks of state management agencies in the field of ethnic affairs.
Continue implementing the Action Program for Ethnic Affairs Strategy in Ho Chi Minh City for the period 2021-2030, with a vision to 2045; effectively implement policies to care for ethnic minorities, the Project "Preserving and promoting traditional costumes of Vietnamese ethnic minorities in the current period" in Ho Chi Minh City until 2025; implement policies, mobilize and promote the role of influential figures among ethnic minorities…
In his concluding remarks at the conference, the Standing Vice Chairman of the Ho Chi Minh City People's Committee, Duong Ngoc Hai, commended the successful coordination between the City's Ethnic Affairs Committee and various departments, agencies, and localities. He emphasized that the City's Ethnic Affairs Committee's operational goals for 2025 must closely adhere to the objectives, resolutions, and operational directions of the City Party Committee and the City People's Committee.
