On October 1st, Quang Ninh Prison, under the C10 Department of the Ministry of Public Security, announced the President's decision to grant amnesty to 33 inmates currently serving prison sentences who meet the eligibility criteria for amnesty in 2024.

Among the 33 pardoned prisoners, 6 are from Quang Ninh province. They all had good records of rehabilitation, voluntarily complying with the law and regulations of the detention facility; the longest sentence reduction was 3 years and 3 months, the shortest was 8 days; their crimes included abuse of power in the performance of official duties, fraud, disturbing public order, and organizing illegal entry into the country.
During the amnesty review process, Quang Ninh Prison coordinated with relevant units to ensure strict adherence to regulations, transparency, fairness, accuracy, and democracy in accordance with the law.


Amnesty is one of the humane and lenient policies of our Party and State aimed at creating conditions for repentant prisoners to have the opportunity to reintegrate into the community and rebuild their lives. It also serves as an incentive for prisoners serving sentences to be more active in their studies, training, and work, striving to return to their families and become useful members of society.
To help pardoned prisoners reintegrate into the community and stabilize their lives as soon as possible, one month prior to the amnesty, Quang Ninh Prison opened reintegration classes for those recommended for amnesty. These classes disseminated legal regulations to help them quickly reintegrate into society and avoid re-offending. Simultaneously, the prison coordinated with local police to process applications for identity cards for the prisoners; and collaborated with businesses to provide job counseling and support, creating opportunities for prisoners to find employment after their reintegration.

This morning, Quang Ninh Prison issued identity cards and phone SIM cards, and transferred inmates undergoing medical treatment. The unit also arranged a car to take those from distant areas, without relatives to pick them up, to Dong Trieu bus station so they could return to their families.
