According to information from the Hanoi Department of Home Affairs, the Hanoi People's Committee has just issued a Plan on measuring the Satisfaction Index of individuals and organizations with the services of departments, agencies equivalent to departments, People's Committees of districts, towns and cities in the city in 2024.
The plan aims to effectively measure the satisfaction of individuals and organizations with the services of departments, agencies equivalent to departments, People's Committees of districts, towns and cities in the city in 2024 in Decision No. 5152/QD-UBND dated October 2, 2024.
Results, significance of this Index are announced, informed, and propagated promptly and fully to the staff, civil servants, and public employees of agencies and units under the City and the people and organizations to raise awareness, sense of responsibility and social consensus for administrative reform. Through the measurement results of the Satisfaction Index, departments, agencies equivalent to departments, People's Committees of districts, towns, and cities continue to have specific, breakthrough, and appropriate solutions to improve and enhance the quality of public service provision for individuals and organizations.
The survey subjects for departments and agencies equivalent to departments include individuals and representatives of organizations that have transacted administrative procedures (AP) at state management agencies from January 1 to the time of the survey.
The survey subjects for the People's Committees of districts, towns and cities include: representatives of households (surveyed with 30 districts, towns and cities), 18 years of age or older, with full civil capacity, able to read and write (representatives of households); individuals and representatives of organizations that have performed administrative procedures at state management agencies from January 1 to the time of the survey.
Conducted in Hanoi, the surveyed units include 23 departments, agencies equivalent to departments and 30 People's Committees of districts, towns. The survey will be conducted from October to December 2024 and will be compiled and reported to the City People's Committee before January 15, 2025.
Based on the basis of determining the sample size, the survey sample size is allocated to meet the requirements of measuring, calculating, comparing, and analyzing the satisfaction index in 2024. The survey sample size is determined as follows: for 23 Departments and agencies equivalent to departments in 2024, there are 2,575 ballots; for 30 People's Committees of districts, towns, and cities in 2024, there are 9,000 ballots.
It is expected that the survey will combine online and direct surveys, feelings and experiences of "representatives of households"; "individuals, representatives of organizations having administrative procedures transactions" at 23 departments, agencies equivalent to departments and 30 districts, towns.
The City People's Committee requires the implementation to ensure correct content and progress; achieve the set goals; save and be suitable with allocated resources; have close, timely and effective coordination between relevant agencies and units during the implementation process.
Surveys, measurements and information collection are carried out in many forms, ensuring effectiveness and suitability to the actual conditions of each department, branch, district and town. The implementation process is closely monitored and inspected to ensure that survey and measurement results are accurate, objective and of high quality.
