On the afternoon of December 21st, at the Ministry of National Defense Guest House in Hanoi, the Central Propaganda Department organized a national conference to summarize the work on external information; propaganda on the sea, islands, demarcation, border marking, and land border management in 2023; and to implement tasks for 2024.
Comrade Nguyen Trong Nghia, Secretary of the Central Committee of the Party, Head of the Central Propaganda Department, and Head of the Steering Committee for External Information Work, attended and chaired the conference. Also present were representatives from the leadership of central and local departments, ministries, and agencies, as well as a number of news agencies and press organizations.
In 2023, the global situation continued to evolve rapidly, complexly, and unpredictably; the South China Sea posed many potential security risks; and the global economy was sluggish. The country faced many major difficulties and challenges, especially in the field of socio-economic development; hostile and reactionary forces intensified their " peaceful evolution" strategy, inciting and distorting the truth to undermine the Party and the State, and causing division within the national unity.
Against this backdrop, with the close attention and guidance of the Politburo and the Secretariat; the active coordination and implementation of tasks by central and local ministries, departments, and agencies; and the efforts of the entire force, the work of external information and propaganda on the sea, islands, demarcation, and land border management has achieved many positive results, fulfilling the set goals and requirements, and effectively contributing to the overall socio-economic development achievements of the country in 2023 and the first half of the term implementing the Resolution of the 13th National Congress of the Party.
Over the past year, advisory, leadership, guidance, and information dissemination work has been carried out proactively and promptly; coordination between agencies and units has become increasingly close and synchronized; and the implementation of tasks in practice has seen many innovations and creative approaches in content and form, yielding high efficiency.
The key content consistently disseminated through external communication and information includes the Party's policies and guidelines in all fields, the socio-economic development achievements of 2023 as well as the first half of the term implementing the Resolution of the 13th Party Congress; the history, traditions, image of the country, people, culture, and the noble values and ideologies of the Vietnamese nation.
External information work has provided full and comprehensive information on important political and foreign affairs events of the country, especially visits and telephone conversations of key Party and State leaders; and has continued to widely disseminate information in multiple languages on the content of General Secretary Nguyen Phu Trong's book, which has attracted considerable attention from the public, friends, and international media.
Furthermore, external information work has actively promoted Vietnam's prestige and international standing through bilateral and multilateral diplomatic activities; effectively informed and responded to incidents related to the sea, islands, and borders, especially promoting the fight against IUU fishing and urging the EC to lift the "yellow card" against Vietnamese seafood; intensified the dissemination of information about achievements in ensuring human rights during Vietnam's first year as a member of the United Nations Human Rights Council; and strengthened information about the lives of overseas Vietnamese, the charitable activities of the Vietnamese community, and their contributions to national development.

Speaking on behalf of the Party and State leaders at the conference, Comrade Nguyen Trong Nghia highly appreciated the results of external information work and propaganda on the sea, islands, and borders in 2023 as well as the first half of the term implementing the Resolution of the 13th Party Congress; he commended the entire force for their proactive, creative efforts in overcoming both subjective and objective difficulties to successfully complete the tasks.
Based on the achievements of the past year, and also during the first half of the term implementing the Resolution of the 13th Party Congress, Comrade Nguyen Trong Nghia pointed out some lessons that need to be learned, namely:
Firstly, ensure unified and consistent leadership and direction from the central to local levels, from provincial to district and commune levels; and the synchronized and timely implementation by the entire force. Secondly , foster a spirit of solidarity and unity; ensure close, smooth, and coordinated implementation of tasks. Thirdly, mobilize the participation of the entire political system and society, affirming the important and pioneering role of the press and media, especially key foreign affairs media agencies. Fourthly , promote the role and responsibility of the Propaganda Departments of provincial and city Party committees, and the steering committees on foreign affairs, border, sea, and island information from the central to local levels.
The Head of the Central Propaganda Department emphasized that 2024 will present many difficulties and challenges. With its high degree of openness, the Vietnamese economy is significantly impacted by all fluctuations in the global situation; hostile and reactionary forces continue to intensify their subversive activities with increasingly sophisticated and complex tactics; and international information and public opinion remain, in some places and at some times, unfavorable regarding Vietnam.
However, with the enhanced position and prestige of the Party and the country, and Vietnam's increasingly important role in the foreign policy of many countries, Vietnam will have many favorable opportunities to further improve its foreign affairs propaganda and information work.

Regarding the direction and tasks for 2024, Comrade Nguyen Trong Nghia suggested that the important achievements in foreign affairs should be disseminated and capitalized upon, transforming these achievements into socio-economic development results; protecting independence, sovereignty, and territorial integrity; building a peaceful, friendly, stable, and cooperative border region; building a peaceful, safe, and stable East Sea region; quickly implementing the guiding principles, tasks, and solutions of Conclusion No. 57-KL/TW dated June 15, 2023, of the Politburo on continuing to improve the quality and effectiveness of foreign affairs information work in the new situation; and maximizing the spirit of proactiveness, creativity, and flexibility in implementation to achieve the highest effectiveness.
Comrade Nguyen Trong Nghia emphasized that the content of external propaganda and information must be comprehensive and complete, while also focusing on key areas; the methods of external propaganda and information should continue to be innovated in a modern direction, keeping pace with international media trends; and existing resources should be effectively utilized, with active seeking and flexible strengthening of resources for task implementation.
At the conference, the leaders of the Central Propaganda Department awarded Certificates of Merit to collectives and individuals who had achieved outstanding results in external information work; propaganda on the sea and islands; and demarcation, border marking, and land border management in 2023.
